Position Title: Program Analyst II (Office Management Support)

Salary Range: $85,000 - $90,000

Vistant is seeking a Program Analyst II to provide support to managerial and technical staff, performing a range of analytical and administrative duties. These duties could range from routine tasks such as maintaining program, team, and office files, to more complex analytical tasks such as compiling and analyzing technical information, and drafting memos and presentations, under the direction of the managerial and technical staff. The Program Analyst II will provide overall administrative and operations support, including developing, facilitating, and/or maintaining office processes and systems for task management, meetings, communications, reporting, and other duties. The Program Analyst II ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID and State policies and guidelines, as well as corporate practices and procedures. The individual is expected to become familiar with office/division technical issues and policies. The Program Analyst II will work closely with the team and provide input on related technical and managerial issues.
Duties and responsibilities include, but are not limited to, the following:
- Supports overall administrative and operations functions for the office/division and works with USAID and State staff on management-related activities.
- Helps to design, maintain, and/or enhance systems and processes to support the work of the office, including administrative, personnel, communications, financial tracking, task tracking, performance management, or professional development systems.
- Supports analytic tasks related to foreign assistance policy, planning, performance, evaluation, data, and information systems, and develops a solid understanding of foreign assistance policy, planning, performance, and evaluation systems.
- Assists in the preparation of technical and programmatic communications such as cables, memoranda, presentations, and weekly, quarterly, and other products for FA leadership.
- Provides assistance to technical staff to ensure that tasks and products comply with office/division and corporate policies and procedures.
- Works closely with partner bureaus and offices throughout State/USAID and external entities to facilitate communication and planning, and develops a thorough understanding of customer systems, communications channels, and logistics in support of ongoing efforts and special events.
- Facilitates information dissemination and flow regarding issues relevant to the office/division’s technical and administrative equities.
- Participates in technical and managerial meetings for the purpose of assisting in duties, keeping abreast of new developments and emerging issues, sharing information, and formulating recommendations.
- Keeps office/division staff informed of administrative and managerial processes and facilitates access to necessary processes and information systems.
- Provides short-term backstopping support as requested for technical staff.
- Ensures that schedules and deadlines are met.
- Performs other duties as assigned.
Qualifications, Education, and/or Experiences:
The requirements listed below are representative of the knowledge, skill, and/or ability required.
- The position requires a bachelor's degree and a minimum of 3 years of professional experience.
- Proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet, and e-mail applications is required.
- Experience in the use of database applications (such as Tableau) and presentation software is desirable.
- Candidates must have strong attention to detail and organizational skills.
- The individual must be able to handle several tasks simultaneously and work quickly to meet competing deadlines.
- Experience in project administration and management procedures is preferred.
- Applicants must undergo and successfully pass a Government Background Investigation for this listed position.
- US citizenship is required.
