Overview:
The Mendocino Transit Authority is looking for a dynamic, well-rounded human resources professional to fill one vacancy in the Human Resources Department. The Human Resources Director plans, organizes, administers, coordinates and directs the Human Resources Department functions including: recruitment; classification and compensation; employee insurance and benefit programs; drug and alcohol program, leave of absence programs and conducts research and analysis.

Essential Duties and Responsibilities:
- Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. Prepares and submits reports timely.
- Conducts recruitment effort for all exempt and non-exempt personnel including developing job announcements, screening applicants, conducting interviews, maintaining eligibility lists, and extending job offers.
- Plans and conducts new employee orientation to foster positive attitude toward the organization’s goals.
- Administers MTA’s Drug & Alcohol program in compliance with the Federal Transit Agency (FTA) program, including preparing annual FTA Drug and Alcohol Report and serving as MTA’s Designated Employer Representative.
- Administers and maintains records of benefit plans participation such as insurance and pension plans, personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for governmental reporting.
- Coordinates management training in interviewing, hiring, terminations, promotion, performance review, safety, and sexual harassment training.
- Advises MTA management and Board of Directors in appropriate resolution of employee relations issues and disciplinary actions.
- Works in conjunction with Teamsters Union Steward to coordinate meetings with Union Representatives and represented employees on employee relations issues, new hire orientations and benefit enrollments. May assist in other Union-related activities as requested by the Executive Director.
- Administers performance review and salary administration programs to ensure effectiveness, compliance, and equity within organization. Processes increases and/or salary adjustments.
- Works directly with Operations Manager on accident investigations and prepares reports for insurance carriers. Maintains Workers Compensation files and coordinates with insurance carrier on return-to-work programs.
- Conducts wage surveys within the labor market to determine competitive wage rates.
- Prepares employee separation notices and related documentation. Conducts exit interviews to determine reasons behind separations.
- Prepares reports and recommends procedures to reduce absenteeism and turnover.
- Represents MTA in personnel-related hearings and investigations.
- Contracts with outside vendors to provide employee services.
- Manages all MTA leaves of absence such as FMLA, Workers Compensation leaves and Personal Leave of Absences in compliance with state and federal laws.
- Manages and responds to requests from government agencies such as, but not limited to: EDD, DOL, DFEH, and EEOC.
- Ability to interact in a professional manner with all levels of employees.
Provides a variety of administrative and executive support services to the Executive Director, Operations Manager, Maintenance Manager, and professional staff members. Duties include, but are not limited to:
- Receives and screens visitors/telephone calls, providing information and resolving complaints.
- Researches, complies, and summarizes a variety of information or statistical information.
- Drafts a variety of documents, memos, and reports.
- Assists staff with long-term administrative projects.
- Organizes and attends meetings upon request.
- Manages contract agreement files and certificates of insurance from vendors.
- Acts as Clerk of the Board, taking minutes and maintaining record of resolutions once approved and signed.
- Interacts on a regular basis with government officials, MTA Board of Directors, Mendocino Board of Supervisors, City of Ukiah, Willits, Fort Bragg and Point Arena City Council members and members of the community at large as the HR Representative for MTA.
- Provides administrative support to the DBELO.
- Other duties as assigned.
Experience:
- Bachelor’s degree (B.A.) from four-year College or university with major coursework in business or public administration, industrial relations, or a related field with a minimum 5-7 years of progressive experience in an HR field.
- Minimum PHR certification required, SPHR certification preferred.
- Knowledge of Brown Act Requirements.
- Knowledge / experience with California Special Districts a plus
- Excellent written and verbal communications skills.
- Excellent organizational skills and attention to detail.
- Proficient in Microsoft Office, including Word and Excel. Knowledge of basic office equipment, i.e., copy and fax machines, scanners, postage meter.

Pay: $82,638.40 - $108,992.00 per year
