JOB TITLE: Program Manager

LinTech Global is looking for a Program Manager to provide Information Technology (IT) Systems Support Services to support our contract with the U.S. Environmental Protection Agency’s Office of Compliance and Enforcement Assurance.
Position Overview:
- At least 6 years of experience in coordinating and managing key aspects (including the delivery, ongoing success, and continuous improvement, as well as financial management oversight) of complex information technology projects specific to the types of tasks of which include: Project Management, Requirements and Design, Development, Operations and Maintenance, Training and Outreach, User Support, Research and Development, and Data Analysis.
- At a minimum, a bachelor’s degree in information technology, engineering, (formal) science, business administration, management, or relevant field.
- At least 3 years of experience working with federal or state information technology projects with a focus on the types of tasks stated above.
- Experience working with information technology projects with a focus on applying federal or state environmental statutes and enforcement policies, while not required, is preferred.
- Experience with Earned Value Measurement (EVM) and ServiceNow
Responsibilities:
- Manage the Integrated Compliance Information System (ICIS) quality assurance documentation, including ensuring that it is reviewed, updated, and posted annually.
- Document how quality criteria, testing, user support, and documentation will be applied to the development and maintenance of ICIS.
- Support the Capital Planning and Investment Control (CPIC) reporting needs of the ICIS application including information requests, creation and maintenance of risk registers, project schedules, metrics etc.
- Manage costs and ensure value within the approved budget parameters.
- Maintain project and task level schedules to plan and track progress of work being performed on this task order including a Work Breakdown Structure (WBS) and associated work packages for each phase (or task) of the project. This includes creating, updating, and tracking ICIS Core Project Schedule which integrates NetDMR and NeT.
- Maintain communication with the EPA COR.
- Experience providing Earned Value Measurement (EVM) statistics which typically include:
- 1) Budgeted Cost of Work Scheduled (BCWS/PV)
- 2) Budgeted Cost of Work Performed (BCWP/EV)
- 3) Actual Cost of Work Scheduled (ACWS)
- 4) Actual Cost of Work Performed (ACWP/AC)
- 5) Cost Performance Index (CPI)
- 6) Schedule Performance Index (SPI)
- 7) Monthly Fiscal Year Spend Plan
Required Qualifications:
- Clearable US Citizen that is able to pass a background investigation in order to obtain a federal security clearance.
