POSITION SUMMARY
School nursing practice requires the combination of professional clinical nursing practice with a specialized element that promotes health, well-being, academic achievement, and success of the school-age child. The school nurse is responsible for working closely with school administrators, teachers, classroom assistants, office personnel, and providing health guidance in addition to carrying out a wide range of school health activities. The Charter School RN is primarily responsible for providing professional development and supervision to Charter School Health Technicians (from the Hawaii Keiki (HK) Program) with the support of the Charter School APRN. The Charter School RN will also participate in committees and stakeholder groups supporting nursing practice in the school setting.
Meeting of the employee’s professional responsibility will be in line with the duties described below and in coordination with the Employee’s supervisor. While the Employee is not required to report to schools on days when campuses are closed, it is expected that the Employee will meet their professional responsibilities to the schools and program which may include attendance at scheduled meetings during non-student days. The Employee is expected to be physically present at each supervising school weekly and will have one administrative day each week to perform administrative and supervisory duties where they will be available to attend meetings and be available to staff via phone and email.
This Hybrid position works 1-2 days from home and 3-4 days at school sites.
Locations: Oahu (Kaohao PCS, Malama Honua PCS) and occasional travel to Kualapu'u PCS on Molokai

ESSENTIAL JOB DUTIES AND FUNCTIONS
Leadership
-
Provides direct clinical and management supervision for the HK Charter Health Technicians within their determined schools, to include performance counseling and evaluations.

Receives input regarding HK staff (HT) performance from school administration and communicates as needed to program manager and/or staff with action plans.

Assures that HK services and activities are appropriately documented according to professional school nurse standards, quality assurance, and compliance.

Serves as the health care consultant for school personnel, students and their parents/families.

Provides professional health leadership to administrators and school staff.
-
Coordinates and participates in the establishment, review, and implementation of Hawaii Keiki Charter school health services, policies and procedures, and manual updates.

Assists assigned charter schools in the development of school health policies, procedures and emergency health and crisis plans
-
Implements communicable disease control in schools, including monitoring, surveillance and participating in disease prevention and outbreak management on school campuses based on state guidance and policies.

Facilitates and provides medication administration training for HK Charter Health Technicians and designated school staff according to HK and HIDOE policy.

Provides guidance and direction to HK staff navigating clinical and inter-professional issues.

Coordinates and leads team meetings.

Serves as the primary liaison with the HK Charter PM regarding program and staff concerns

Participates in the interviewing and selection of Health Technician candidates. Following HT candidate selection, coordinates interviews with designated school staff.
Clinical Duties in Assigned Geographic Area
Assessment
-
Assesses the health needs of the assigned schools and specific students as requested.

Organizes and/or implements screening programs and refers students as appropriate for follow-up care.

Monitors compliance of students in regard to current immunizations and communicable
disease according to the HIDOH guidelines. -
Administer medications per APRN order, Hawaii Keiki standing order, and/or student plan which includes the appropriate follow up care.

Obtains student health reports from medical sources and interprets these findings for school personnel as required.

Identifies social determinants of health that may inhibit student academic success.
Planning
-
Plans individual programs to address actual and potential student health problems.
-
Reviews and approves SH-36 forms (Request to Store and Administer Medication Form).
-
Develops and implements Emergency Actions Plans (EAP) and Individualized Healthcare Plans (IHP) as student health conditions indicate and in collaboration with parents/guardians.
-
Advises on the development of Individualized Educational Plans (IEP) and 504 Plans as requested by the school principal/designee.
-
Plans health promotion and educational activities based on an assessment of the health needs of the local school community.

Develops and implements nursing management plans/procedures to care for ill or injured persons as part of school wide disaster preparedness plans in collaboration with school administration/designee.

Participates in multidisciplinary school meetings and committees as requested.
Intervention
-
Implements protocols for emergency care for the ill and injured school population and refers them to appropriate sources of medical care.

Consults on needs of medically fragile students and assists with referrals as requested.

Assists with the management of well-child conditions and makes appropriate referrals to Hawaii Keiki APRN or PCP for further evaluation using evidence-based practice guidelines within the nurse’s licensure and scope of practice.

Shares and interprets information, in compliance with HIPAA and FERPA regulations, with school personnel regarding the health problems of students that might affect their learning and behavior in the school environment.

Collaborates with school and community agencies to provide educational, social and health services to the school population.

Utilizes developmentally appropriate teaching methods to promote optimal wellness for students.

Counsels students, parents, and school staff assisting them toward assuming responsibility for their individual and family health.
-
Refers students, their families, and faculty to community resources to meet identified needs.
-
Provides health education and information to students and staff to assist them to be competent, self-directed consumers of health services.

Serves as a health and wellness content resource for assigned schools.

Provides clinical oversight and guidance to Charter Health Technicians regarding health room functions including maintenance of student records, adequate supplies, documentation of care, and preparation of reports to HIDOE and HIDOH as required.

Delegates nursing care tasks, functions, and activities to Charter Health Technicians as appropriate and in accordance with the regulations of the Hawaii Nurse Practice Act and HK policies.

Provides information to healthcare providers, school personnel, or community agencies regarding the health of individual students in order to ensure the appropriate delivery of services.

Contributes to the formation of health-related policies, goals, and objectives for the assigned schools.
Evaluation
-
Evaluates students’ responses to intervention and revises the plan of care as needed.

Prepares program reports as required.

Engages in research and evaluation of school health services to act as a change agent for school health programs and school nursing practices.

Evaluates environmental factors leading to recurrent illness or injury and advises school personnel of health trends and contributing factors.
Interdisciplinary Collaboration
-
Provides training, support, and professional development for staff, as required, in collaboration with relevant UHM NAWSON, DOE and DOH partnerships.
-
Works with school personnel in promoting a physical and psychological environment conducive to the effective performance of students and staff.
-
Serves as liaison to the Hawaii Department of Health in collaboration with HK APRN.
-
Collaborates with community providers, FQHCs, etc in order to assist in expanding services to schools.
Other

QUALIFICATION REQUIREMENTS
Education, Training & Experience:
Minimum:
-
A bachelor’s degree in nursing.
-
Possession of a current unrestricted license to practice as a registered nurse (RN) in the State of Hawai'i.

BLS/ Healthcare Provider certification.

A minimum of 1-2 years of experience in primary care or public health setting.

Knowledge of state medical information release procedures and laws.
-
Knowledge of HIPAA and FERPA rules, regulations, and compliance.
-
Knowledge of OSHA regulations for bloodborne pathogens.
