Description:The Joint Staff (JS) J7 is the lead for the Joint Futures and Concepts Program on behalf of the Chairman of the Joint Chiefs of Staff. The Joint Futures and Concepts Program is comprised of a future oriented family of Joint Concepts that include the Capstone Concept for Joint Operations, future Joint Operating Environment series (JOE), Joint Warfighting Concept series, threat based Joint Operating Concepts, Joint Supporting Concepts, and threat-based Concepts of Operation. CPT provides lead Subject Matter Experts (SME) who contribute directly to innovative thought, technology and operational application of future capabilities, and lead intellectual content development for all JS J7 Joint Force Development and Design efforts aligned to and supporting the National Defense Strategy and National Military Strategy.
Requirements:Security Clearance: Current TOP SECRET with TS/SCI eligibility required.
This is a part-time role supporting the Joint Staff J7 primarily in Suffolk, Virginia and occasionally (>10%) at events in the National Capital Region.
- Expert assessment of the future operating environment and potential implications to joint force development. This includes development of a comprehensive view of the future operating environment based on trend/technology analysis methodologies and military operational analysis enabling identification of implications to the future joint force requirements.
- Background in identification of required future joint concepts through synthesis of implications of the future operating environment, understanding of global trends, historical context, operational studies, and lessons learned, all within the context of strategic guidance.
- Experience developing initial drafts of required future joint concepts. This task requires in-depth understanding of strategic guidance and the ability to synthesize many sources of information into a finding or recommendation that is traceable and supportable, underpinned with operational and military analysis.
- Provide detailed analysis and synthesis for any proposed, required future concept.
- In-depth understanding of recommendation development linking futures issues to joint concept requirements, development, evaluation, and capabilities.
- Support the planning and execution of Futures and Concepts Division sponsored events to include conferences, seminars, and workshops.
- Highly conversant on Service Capstone Concepts, including MDO, EABO, ACE and DMO.
- Expert-level experience developing and presenting executive-level briefs, white papers, research papers, analytic reports, and future-focused operating concepts.
- Military or civil service experience at the O-4/GS-13 level or above.
- Master’s degree in national security or futures-relevant technical field.
- Graduate of a Senior Service College or Advanced Warfighting School (SAMS, SAW, SAAS, MAWS, or JAWS) preferred.
- Experience in Joint Force Development and Design activities.

- For this role, CPT is seeking a part-time Futures SME to support joint concept development activities requiring highly specialized and recognized expertise and facilitation in the study of futures trends and strategies, to support development of a comprehensive view of the future operating environment and identification of required future joint concepts. The ideal candidate will be an internationally recognized futurist with access to and interaction with other programs alike. Additionally, the ideal candidate will have the highly skilled expertise that is required to examine; describe; and communicate, orally and in writing, the future joint operating environment and the associated military implications.
