The Data Specialist is responsible for supporting all phases of data gathering and reporting for the WIOA Program at all DESC Service Centers and may help with ES/TAA data management as appropriate. Duties include data entry and tracking of performance statistics maintaining hard copy and electronic records in accordance with applicable federal, state and local regulations, and adhering to established data processing and record maintenance procedures. Duties include processing and tracking payment requests, participant activities, and vendor invoices and providing administrative support to the DESC Program staff.
PRINCIPAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
Assist with recording, routing, and tracking invoices received for payment from vendors and processing approvable invoices to the Program Manager within established timelines and procedures.
· Assist with checking invoices against contract amounts and accurate recording of costs for individual accounts in spreadsheets and/or databases.
· Responsible for reconciling expenditures and reporting discrepancies found in records, calculating, tabulating, and verifying financial information and data for individual accounts.
· Responsible for data entry and record maintenance to produce routine financial reports within specified timelines to applicable staff and management for continuous quality improvement, efficiency, and monitoring of progress towards contracted performance goals.
· Responsible for assisting with record maintenance and reporting data for individual staff, centers, and program activities.
· Provides support in maintaining data systems including WIOA, ES and TAA program customer files, employer records, customer service data, on-the-job training contracts, Individual Training Accounts, contracts, purchase orders, supportive services, employment and follow up trackers, internal tracking mechanisms, reports and fiscal data directly related to customer activities and/or expenditures.
· Responsible for ensuring that records are processed in accordance with program procedures and meet applicable governing regulations and internal guidelines. This includes checking data for accuracy and returning data to staff for correction as necessary to comply with contracted standards and avoid monitoring findings and disallowed costs.
· Assists with procuring, supplies, equipment, and services for equipment repair per established agency procurement policies and procedures.
· Responsible for executing mass mailings, including routine post program follow-up and applicant inquiry and outreach correspondence.
· Responsible for maintaining current knowledge of and adhering to applicable program regulations, internal policies, and procedures.
· Responsible for gathering, verifying, and preparing for signatures, purchase orders, contracts and training agreements and documents requiring Management approval.
· Responsible for generating routine and specialized reports and generating queries from the OS MIS or Launchpad systems as needed by Program Manager, Program Director or as requested by Detroit Employment Solutions Corporation.
· Assists with special projects and coordinates data with DESC Center programs and those available through co-located partners.
· Responsible for organizing, tracking, and maintaining a smooth flow of customer data into and out of the DESC service centers.
· Assists staff in creating forms, tracking mechanisms, promotional material, brochures, flyers, announcements, posters, signs, and forms.
· Performs outreach calls/responds to callers to schedule appointments or conduct follow-up contact.
· Assists with facilitated and mediated service delivery at all DESC centers as needed including the delivery/support of all required services and data entry of services into OS/MIS system/Launchpad.
· Provides support to teams in completing supportive service requests in accordance with policies and procedures.
EDUCATIONAL AND EXPERIENTIAL REQUIREMENTS:
The Data Specialist is required to possess an Associate Degree and two (2) years of experience in supporting the management of data including expenditures, accounts payable/receivable, and customer data base software operations. The Data Specialist is expected to possess expert level knowledge of Microsoft software, especially Excel, and ACCESS database operations. Knowledge of the State OS MIS System, the Michigan Talent Connect and Internet resources as they relate to employment and training programs is preferred. This position requires knowledge of arithmetic and accounting principles, and strong organizational and problem-solving skills. Must be able to comprehend, analyze and apply complex programmatic regulations and mathematical concepts to systems and processes, and apply resulting changes to the record keeping process while complying with applicable regulations regarding record accuracy and support documentation. The Data Specialist must possess excellent written communication skills and the proven ability to articulate thoughts clearly on paper with proper grammar, punctuation, and the ability to apply language rules.
