Background on NASWA
The National Association of State Workforce Agencies (NASWA) is the national organization representing all 50 state workforce agencies, D.C. and U.S. territories. These agencies deliver training, employment, career, and business services, in addition to administering the unemployment insurance (UI), veteran reemployment, and labor market information programs. NASWA provides policy expertise, shares promising state practices, and promotes state innovation and leadership in workforce development.
One of the projects managed by the NASWA UI Integrity Center is the operation and continued development of the UI Integrity Data Hub (IDH). The IDH is a unique, secure, multi-state data system with advanced cross-matching and analysis capability that detects and prevents fraud and improper payments. The IDH continues to expand with additional capabilities and seeks a full-time Java Software Developer.
Position Overview
As a Java Software Developer, you will be responsible for continuing the development of IDH, including maintenance, fixes, and enhancements to the IDH web interface and back-end services. You will also work with states to coordinate implementations and resolve technical issues. Additionally, you will prepare technical documentation, manage software releases, verify configuration control, and implement testing. The position is remote for full-time candidates physically located and authorized to work in the United States for any employer. Travel within the United States approximately twice a year for in-person team meetings.
Roles and Responsibilities
- Support system and enhancement/new capability testing
- Implement software fixes for the existing IDH front-end and back-end processing
- Manage configuration and releases
- Review and resolve state technical integration issues
Required Skills
- Software development
- Java, JSF, Spring, Spring Boot
- Apache Tomcat & Httpd
- IntelliJ, Maven, and Git
- Experience working in a Linux environment
- Knowledge of AWS Services including: : CloudFormation, CloudWatch, CodePipeline, EC2, ECS, EFS, Kinesis, Lambda, OpenSearch, RDS/MySQL, S3, SES, SNS, SQS, VPC
- Troubleshooting/Issue resolution
- Software configuration control
- Must have a consistently respectful and professional demeanor toward colleagues, members of the Association, stakeholders, and vendors. They also must have the ability to develop collaborative partnerships with Project Managers, IT professionals, and stakeholders.
- Must have effective time and task management skills, paying close attention to detail and keeping errors to a minimum.
- Candidate must be comfortable working on a virtual team.

Relevant Experience Required
- 5+ years professional Java software development experience
- 5+ years developing applications using SQL and NoSQL databases.
- 3+ years’ experience developing applications with AWS services.
- Solid organizational skills including attention to detail and multi-tasking skills.
- Strong working knowledge of Microsoft Office.
Education
- Bachelor’s degree in computer science or related technical area required.
