ABOUT CASA DE LOS AMIGOS: This program serves female clients ages 12-17 who have been placed in the program by the Office of Refugee Resettlement Department of Unaccompanied Children's Services (ORR / DUCS). The clients are unaccompanied minors, primarily from Central America, and the program’s goal is safe and timely reunification with family in the United States. This housing program is open 24/7, 365 days a year.
POSITION SUMMARY: Under the supervision of the Director of Adolescent Services, the Associate Director will provide oversight for the Program Coordinator, Program Supervisors, and the Lead Teacher. The Associate Director will oversee day-to-day client operations and provide management of the program which includes hiring and supervising program staff, providing onsite and one-on-one supervision of staff, crisis intervention, and implementation of programming in accordance with YouthCare, ORR, and state licensing policies. The Associate Director will cultivate an atmosphere of inclusivity and respect for all clients and staff.
ESSENTIAL RESPONSIBILITIES:
- Hire, supervise, and develop Program Supervisors, Lead Teacher, and Program Coordinator.
- Provide one-on-one supervision for direct reports; conduct and provide feedback on Performance Evaluations.
- Provide training and support to staff on implementation of the program’s behavioral management system.
- Develop and facilitate training on best practices related to milieu management of unaccompanied minors, and other topics to support staff professional growth and capacity building.
- Develop and facilitate team meetings and training that promote inclusivity and mutual respect.
- Support Lead Teacher in development of educational curriculum/vocational training to best meet the educational needs of unaccompanied minors. Co-coordinate educational field trips or other meaningful educational opportunities.
- In coordination with the Program Supervisors, plan and coordinate acculturation activities.
- Create weekend and after-hours on-call schedule for program in accordance to state requirements and participate in on-call schedule as needed.
- Oversee client orientation process; ensure orientation is delivered in a culturally and developmentally appropriate manner within 48 hours, and all relevant documentation is signed and filed appropriately.
- Oversee development of curriculum and facilitation of life skills workshops for clients. Aligns programming to the agency’s four big outcomes: financial stability; housing stability; networks of support; and wellness.
- Conduct monthly file audits to ensure quality in client orientation and educational requirements.
- Immediately address any concerns related to client welfare or neglect; report to the appropriate authorities (ORR, state licensing, police, etc.), as needed. Ensure the grievance and/or incident reporting policy is followed. Lead staff debrief following major client incidents.
- Ensure direct reports and Engagement Specialists attend the required training and fulfill the ORR requirement of 40 hours of training per year.
- Execute Performance and Quality Improvement (PQI) procedures and activities and ensure program is aligned to accreditation standards.
- Ensure the program is prepared for all health, safety, and licensing audits.
- Assist Director of Adolescent Services in budget development and financial management of the program.
- Ensure day-to-day operations run smoothly, that ratio requirements are consistently met, and that programming is carried out according to state and ORR standards.
- Assist Director of Adolescent Services in completion of quarterly and annual ORR reports, or other reports, as needed.
- Responsible for taking calls as needed and required to answer and respond to emergency program calls and provide on-site coverage as needed.
- Attend and assist your team members with contributing to our DEI&J culture by creating at least one SMART Goal related to DEI&J within their control to deliver.
- Lead at least one check-in each month with each team member to review SMART Goals, Values, and DEI&J commitments to be set up for success at the mid-year performance review. Additionally, recognize and provide positive feedback for all accomplishments.

QUALIFICATIONS –
MINIMUM REQUIREMENTS:
- Bilingual in English/Spanish
- A bachelor’s degree in education, psychology, sociology, or other relevant behavioral science degree.
- Five years of progressive employment experience with a social services or childcare agency or organization.
- At least 1 year of supervisory experience. Supervisory abilities that promote effective staff performance
- Relevant experience, training, and demonstrated skills in each area managed.
- Strong management and organizational skills as well as the ability to be flexible while maintaining a safe environment.
- When on-call, must be able to respond in person and address emergency and safety concerns within a reasonable amount of time, 24 hours a day.
- Experience and credentials must comply with program contractual requirements, including but not limited to the Washington State Department of Children, Youth, and Families (DCYF) background clearance process and must be at least 21 years of age. DCYF Clearance must be maintained for entirety of employment when working with under-18 clients.
- Exhibit integrity and good moral character to provide appropriate care to unaccompanied children.
PREFERRED REQUIREMENTS:
- Master’s degree in Social Work or a related field.
- 2 or more years of experience successfully managing staff in an outreach, shelter or housing setting that serves vulnerable young people or young people in a crisis.
- Course work, experience, or training in child or human development, chemical dependency, mental illness, group dynamics, residential treatment, or related experience highly preferred.
CONDITIONS OF EMPLOYMENT:
- Must be able to provide I-9 supporting documentation for employment.
- Ability to provide a negative TB Test (results must be within one year of hire date).
- Employees who drive YouthCare vehicles as a requirement for their position, must be at least 21 years of old, possess a valid Washington State Driver’s License, meet minimum safe driver criteria established by the agency and our insurance company which includes completion of Defensive Driving and 15-passenger Van trainings. Drivers under the age of 25 must have been licensed for at least 3 years and those operating vehicles with a capacity of 15 or more passengers must be at least 25 years old.
- Ability to obtain a current Food Handler’s Card
- Successful completion of pre-service training courses as required by contracting agencies. Training such as CPR & First Aid (Adult/Child), Bloodborne Pathogens, and Behavior Management.
- Computer software skills including Windows, Microsoft outlook, Microsoft Word, and Excel.

PHYSICAL CONSIDERATIONS:
- Ability to perform a range of physical motions, exerting up to 50 pounds. Lifting and carrying up to 50 pounds; standing, walking, sitting for long periods of time, kneeling, squatting, and stooping; running for brief periods of time; and go up and down stairs.
