Maintain Inspections related operations of the office by instituting and enforcing the program procedures developed by the Housing Authority of the City and County of San Francisco (the Authority) Housing Choice Voucher (HCV) Project-Based Voucher (PBV) program. The work is performed in accordance with the administrative policies and procedures of the Authority and regulations issued by the United States Department of Housing and Urban Development (HUD). This position will be responsible for overseeing daily office operations and staff interaction, with a main focus on Inspection operations and system integrity. This employee works under the general supervision of the Operations Manager and collaborates with the Leasing Supervisor.
Essential duties include (but are not limited to):
- Oversees the Inspections department.
- Directs the activities of staff, including approximately four Inspectors and one Inspection Specialist.
- Oversees the work of subordinates engaged in departmental operations; advises subordinate staff and makes decisions on difficult casework and administrative problems.
- Participates in the interviewing, selection, assignment, and training of professional and key staff personnel.
- Participates with other management and executive staff in developing, revising, and implementing programs in accordance with federal, state, and local laws and regulations.
- Supervises, reviews, and analyzes statistical, narrative, and inspection reports associated with program/project activity to determine compliance or to identify irregularities to be investigated.
- Supervises and reviews the preparation of a variety of inspection reports used to assist in the maintenance of the HCV contract.
- Schedules monthly inspection routes, including initial, annual, special, and QC inspections.
- Conducts Quality Control Inspections when required.
- Conducts inspection program evaluations to determine whether programs are being administered properly and efficiently.
- Develops internal operational procedures which are consistent with SFHA Administrative Plan and HUD regulations.
- Meets with subordinates to discuss and resolve issues, and analyzes and interprets for supervisory staff any procedural, process, legislative or legal changes from federal, state, and local agencies which affect fiscal operations or departmental programs.
- Participates in recurring calls with stakeholders, including owner/developer partners.
- Responds to all emails in a timely manner.
- Responsible for cancelling and lifting abatements.
- Responsible for ensuring emergency fail items are re-inspected within 24 hours.
- Responsible for ensuring initial inspections are scheduled timely, coordinating with the Leasing Supervisor for change of units and lease-ups.
- Develops and implements general policies; performs special assignments when required.
- Reviews and responds to participant/landlord complaints and resolves disputes informally as well as formally.
- Interprets and applies Federal, State, and local laws and regulations; establishes and maintains effective relationships with employees, members of community organizations, and representatives from client; analyzes situations and adopts effective courses of actions; speaks and writes effectively; and prepares clear, concise correspondence and reports.
- Develops quality control plan while working with the Quality Control department to ensure the maintenance of the standards of the SFHA HCV program.
- Reviews tenant/owner enforcement documents.
- Meets with management team bi-weekly to review/discuss changes or suggestions for changes to improve program operations.
- Performs regular staff evaluations.
- Manages special projects as needed.
*All additional duties as assigned by supervisor.
Qualifications/Experience:
- Bachelor’s degree in a related field from a four-year college or university preferred.
- At least 5 years’ experience in a Supervisor/Management role preferred.
- Minimum of year (1) year experience working with economically and socially disadvantaged individuals and/or families preferred.
