Green County EMS is a private, non-profit, volunteer community service organization. We have been providing emergency ambulance service to Monroe, Wisconsin and the surrounding communities since 1974. We serve the public as a team of dedicated, compassionate, volunteer professionals by providing quality emergency care, education, and community service.
Green County EMS consists of approximately 5 full time members, 55 regular volunteers and 15 associate/affiliate members. Three regular members and seven community advisors make up the Board of Directors. Our service is licensed by the State of Wisconsin to provide service at all levels, up to and including Paramedic.
The EMS Chief directs and coordinates the daily operations of the EMS District. As the head of the EMS district, these duties include evaluation of staff performance, conducting or coordinating training, human resources tasks, payroll, scheduling, budgeting, policy and procedures development. The Chief is also the primary liaison with district municipalities, the EMS Board of Directors and responsible for public relations and information, medical emergency response and safety.
The Chief frequently may need to attend evening meetings, council and board meetings, weekend events, and is responsible for 24-hour Officer-In-Charge (OIC) duties for the department that are shared with the Assistant Chief.
This position reports to the EMS Commission existing of members from the district municipalities as identified in the Intergovernmental Agreement.
Essential Duties and Responsibilities
- Directs and coordinates the operations of the EMS District. This includes; planning, organizing, directing, and evaluating all activities of the department.
- Provides direct supervision of the Deputy Chief, Paramedics, EMT’s, and Drivers.
- Oversees scheduling, purchasing and maintenance of equipment, vehicles and supply inventory.
- Develops and implements policies and procedures.
- Ensures compliance with HIPPA Guidelines.
- Ensures that the EMS Service and all personnel meet applicable Federal, State, and local requirements.
- Oversee ambulance run reporting and quality assurance of field skills and assessments.
- Ensures billing and accounts receivable functions are completed accurately and promptly.
- Work with designated Medical Director to develop department medical direction goals and medical protocols.
- Maintain the integrity of training files, medical files, and personnel files of all department employees.
- Prepare, present, and implement the annual operating and capital improvement budgets in cooperation with District members.
- Provides reports to the EMS commission on the overall management of the District to ensure transparent operations.
- Respond to EMS calls and performs supervisor functions or appropriate first aid, lifesaving, and rescue techniques as needed.
- Works to develop a fair and equitable work environment for the benefit of the employees and the district.
Supervisory ResponsibilitiesManages and directs the actions of the Assistant Chief, Paramedics, EMT’s and Drivers. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include overseeing the hiring process, making hiring recommendations to the EMS Board, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and Experience:
- High School Graduate or GED
- Associates Degree required and Bachelor’s degree preferred
- Graduate of an accredited paramedic program
- Five years of ambulance or hospital-based patient care experience
- Two years field experience at paramedic level within past 5 years
- Two years of supervisory experience
Computer Skills:
- Working knowledge of Microsoft Office software
- Familiarity with inventory management software
- Familiarity with patient records management software (i.e. Imagetrend Elite)
- Familiarity with accounting software (i.e. Quickbooks)
Maintain the following certifications and licenses:
- Licensed State of Wisconsin Paramedic, or eligible for reciprocity
- American Heart Association BLS CPR, or equivalent
- American Heart Association ACLS, or equivalent
- Valid State driver’s license
- Maintain insurability with the department’s insurance carrier
- NIMS 100,200,300,400,700,800 (within one-year of hire)
- EVOC/CEVO (within 6-months of hire)
