DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Division of Homeland Security and Emergency Management (DHSEM) is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. ABOUT THE WORK UNITThe Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal. Field Operations Section: Provides emergency management expertise across the five mission areas of prevention, protection, mitigation, response and recovery to counties and municipalities. The unit provides technical and programmatic emergency management assistance in support of State and Local homeland security and emergency management goals. This work unit assists counties and municipalities with allhazards emergency operations plans, mitigation plans and community preparedness and resiliency plans. Field Operations assists communities and municipalities with training and exercises and emergency management professional development. This work unit coordinates and integrates the efforts of field representatives from other state agencies and departments. Field Services transmits local requirements to the Office of Emergency Management (OEM) and provides local situational understanding and awareness to OEM. During incidents, Field Operations serves as the OEM liaison to local emergency management agencies. Additionally, this work unit manages and oversees the five state all-hazards incident management teams and Auxiliary Communications Unit. It provides training opportunities to the teams and monitors team qualification and availability.WORK ENVIRONMENT
- Primarily 8:00am to 5:00pm work hours, Monday-Friday (with emergency call back)
- Approximately 50% spent in the field, 50% spent in the office;
- Travel and overnight stay travel may be required throughout Colorado;

ABOUT THE POSITION The purpose of this position is to supervise, coordinate, support, and train field managers within the assigned field service areas. Integrate the five mission areas of emergency management across the assigned area. When directed, serve as the Field Operations representative in the State Emergency Operations Center
Key Responsibilities:
Supervise Designated Field Managers
- Develop Section, Office and Division level strategic goals and objectives.
- Develop subordinate team mission essential tasks in alignment with the Section and Division’s strategic plan.
- Conduct performance and professional development counseling with subordinates.
- Make policy level State and Federal disaster response and recovery decisions, evaluate performance and set recovery strategic goals.
- Develop Emergency Management Performance Grant requirements to local/Tribal recipients in alignment with Division/State/Federal priorities.
- Develop and deliver a Statewide professional emergency management academy.
- Conduct performance and professional development counseling to subordinates.
Provide Field Support Services within Designated Service Area
- Support field managers with local/State/Tribal planning and training deliveries.
- Coach and mentor field managers in order to build competency related to field manager mission essential tasks.
- Provide guidance and direction to field managers during incident response.
- Coordinate and deploy field managers in support of incident response and recovery.
Participate in Division Leadership Activities
- Participate in coordination meetings to integrate efforts.
- Contribute to Office and Division level strategic planning sessions.
- Conduct inter-office coordination to ensure synchronization with Division strategy.
- Attend external stakeholder meetings and understand needs and requirements.
Serve as Field Operations Representative in the State Emergency Operations Center
- Develop and deliver status reports.
- Maintain and brief situational awareness to Division leadership.
- Communicate operational information state and local entities.
- Identify operational issues and develop solutions.
- Authorize the use of resource mobilization and disaster emergency funds, and provide necessary resource and funding gaps in the development of executive orders and emergency declarations.
- Integrate and synchronize local and state response and recovery efforts.
- Participate in training and exercises.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Nine (9) years of emergency management or relevant experience experience in an occupation related to the work assigned consisting of:
- Two (2) years in a leadership role as a local, State, Tribal, or Federal emergency management

Substitution:
A combination of related education and/or relevant experience in an occupation
related to the work assigned equal to nine (9) years.

CONDITIONS OF EMPLOYMENT
- Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
- Statewide Travel is required.
- Must possess a valid Colorado Driver's License.
- In lieu of the above, must be able to successfully complete the travel requirements of the position using alternate means (This component may be assessed for candidates on the referral list).
