This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
A bachelor's degree and three years of professional experience in one or more of the following areas:
- Administration of federal, state or locally funded grant programs
- Preparing and processing applications for disaster mitigation/recovery projects
- Processing requests for grant project payments and performing financial reviews required for final payment
- Damage assessment and identification of appropriate assistance funding programs
- Review of action plans or planning, organizing, and coordinating disaster recovery programs involving local, state and federal agencies
Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Provisional, 55b/c, and Non-Competitive Promotion Qualifications:
You may also be eligible for a provisional appointment if you meet the qualifications below:
Either 1. seven years of qualifying experience**, which must include one year of supervision of subordinate staff;
Or 2. an associate degree and five years of qualifying experience**, which must include one year of supervision of subordinate staff;
Or 3. a bachelor's degree and three years of qualifying experience**, which must include one year of supervision of subordinate staff;
Or 4. a bachelor's and a master's degree and two years of qualifying experience**, which must include one year of supervision of subordinate staff;
Or 5. a bachelor's degree and a juris doctorate and two years of qualifying experience**, which must include one year of supervision of subordinate staff.
**Qualifying experience in one or more of the following areas:

- Preparing and processing applications for disaster mitigation/recovery projects
- Processing requests for grant project payments and performing financial reviews required for final payment
- Damage assessment and identification of appropriate assistance funding programs

Subsequent 55b/c Qualifications:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 or above. To be considered, you must provide a copy of your letter of eligibility with your response.
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, must not have failed, or failed to take the last holding of the promotion examination for the title listed above, and must meet the qualifications listed above.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
