Program Specialist V
Under the supervision of the DSHS HIV Section Medication Data and Analysis Group (MDAG) Manager, the Program Specialist V completes senior-level consultative services and technical assistance work. This includes training contractors and providing operational and procedural support for data systems containing detailed information regarding client demographics served by the State and Federally funded HIV/STD programs. Develops technical assistance training materials for consultants and contractors, including guidance documents, webinars, in-person training curricula and Frequently Asked Questions (FAQs) resources. Conducts data quality assurance and data cleaning routines for these data. Assists staff in the design and development of an integrated data collection and reporting software package that support needs as they change. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
This position is eligible to telework consistent with the HHS telework policy. Travel to office may be required. Applicant must reside in Texas.
Essential Job Functions:
25% Oversees internal and external audit elements related to the TakeChargeTexas (TCT) system, including inspections by state and federal agencies, providing responses to all inquiries and necessary documentation when conducted. Oversees the completion of and monitors required performance reports and recommends appropriate changes to ensure program processes are appropriate and cost-effective. Provides consultative services and technical assistance to plan, implement, and monitor effective agency programs and services. This may include assisting with the development and design of new data collection and reporting packages when needed. Leads monitoring and develops action plans to improve or initiate business processes as related to system databases.
25% Coordinates and/or reviews and prioritizes incoming operational issues and requests for technical assistance related to HIV/STD systems and monitors the status to ensure a timely resolution. Trains program and contractor staff on data entry and retrieval procedures, including how to utilize training materials, policies, and procedures to provide technical assistance on report generation. Maintains and monitors technical assistance requests. Prepares and analyses reports to identify gaps in knowledge and assess the need for training. Develops action plans to improve or initiate new services.
20% Develops and disseminates technical assistance training materials for consultants and contractors; including, policies, procedures, standards, FAQs, and manuals to ensure consistency in work with data systems. Provides in person training when appropriate. Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports. Provides consultative services as representative of the HIV/STD Branch. 15% On a regular basis, identifies potential data system risks and difficulties, and designs strategies to mitigate or avoid them. Evaluates data quality assurance and data cleaning routines on a regular basis to ensure compliance with grant requirements, laws, regulations, policies, and procedure.
10% Assists systems trainer with technical assistance in preparing for training sessions. Assists with technical assistance when necessary.
5% Other duties as assigned.
Knowledge Skills Abilities:
Knowledge of current social, economic, and public health issues related to HIV/AIDS; public health laws and regulations; public administration and management techniques; educational techniques and procedures; statistical analysis process; Microsoft Office Suite; computer software capabilities and limitations; software application functionality and test plan creation; quality assurance and improvement techniques; and of medical terminology and medications commonly used in the treatment of HIV/AIDS and STDs.
Skill in in composing, organizing, proofreading, and editing documents, forms reports, and correspondence for accuracy and clarity; use case development; in instructing others; translating technical information into user-friendly language; developing and maintaining effective working relationships with others; and in using personal computers for data entry, running reports, and developing correspondence using Excel and Word.
Ability to train and provide technical assistance to others; to interpret Public Health laws and regulations; to analyze and assess public health needs; to perform data entry with speed and accuracy; to effectively communicate verbally and in writing; to develop, implement, and evaluate policies, procedures, curricula, forms, and reports; to understand and adhere to applicable laws and rules regarding confidential information; to plan, organize and coordinate multiple projects while meeting strict deadlines under minimal supervision; to handle, process and disseminate materials that are highly time-sensitive and that require rapid response; and to identify problems and create logical solutions.

Initial Selection Criteria:
High school diploma required. Bachelors degree with coursework in computer science, public health, social work, health care, or business administration is preferred. Experience and education may be substituted for one another.
Additional Information:
Applicants must reside in Texas. This position requires a typical 8:00am to 5:00pm work schedule. Must be legally authorized to work in the U.S. without sponsorship.
Salary Note: The salary offered will follow DSHS starting salary guidelines. Any employment offer is contingent upon available budgeted funds.
