Washtenaw County Road Commission (WCRC) is seeking qualified applicants for the position of Senior Project Manager for the Permits section of our Engineering Department. As a Senior Project Manager for WCRC you would be responsible for overseeing the administration and management of right-of-way transportation permits, as well as public road development projects.

Schedule

Normal schedule: Monday through Friday, 7 a.m. to 3:30 p.m.
- Summer schedule: Option to work 4/10 or 5/8 work schedule.

ESSENTIAL DUTIES
Supervises the staff responsible for administering the right-of-way and transportation permits which includes planning, project administration, design and construction engineering, inspection and commercial vehicle enforcement.

Administers all permit activities including transportation, commercial, residential, utility, and miscellaneous construction; as well as administer commercial vehicle enforcement, haul route permits, and the WCRC Truck Operator's Map.

Oversees public road development activities for subdivisions and other related site development. This includes the conveyance of right-of-way.

Assigns and checks engineering review of plans, design calculations, traffic impact studies, cost estimations for completeness and conformity to WCRC procedures & regulations.

Oversees construction engineering and inspection of permit activities and public road construction to ensure conformance with WCRC procedures and regulations. Ensure that permit activities and public road development conform to Road Commission procedures and regulations, approved plans, and specifications.

Coordinates and discusses plans, specifications and work schedules with contractors, utility companies and other governmental agencies.
Responds to questions and complaints from local officials, contractors, applicants and citizens.

Provides appropriate and timely response in areas of responsibility including permit applications and inquiries from external contacts.

Develops and monitors the permits fee schedule, ensuring it is up-to-date and accurately reflects the cost of services provided.

Prepares various engineering reports and maintains the permits records including changes to the road certification maps.

Meets with the public, contractors, and representatives of private industry, local organizations, governmental agencies, local officials, citizens and internal staff to discuss permit activities.
Drafts and collaborates with WCRC counsel on agreements related to permit activities and/or public road development, ensuring legal and regulatory compliance.

Prepares and administers various contracts for professional services related to assigned projects, ensuring adherence to WCRC policies and standards.

Provides expert testimony in lawsuits regarding assigned responsibilities, representing the WCRC's interests effectively.

Serves as project manager on WCRC projects, overseeing project timelines, budgets, and deliverables to ensure sucessful project completion.
REQUIREMENTS
Bachelor degree in civil engineering, construction management, or related field.
A minimum of five years of progressive responsibility with road and utility projects. Supervisory experience is desirable.

State of Michigan Professional Engineering License desierable.
