THE EL SEGUNDO CHILDREN’S RESIDENTIAL REGIONAL OFFICE IS RECRUITING FOR ONE (1) PERMANENT, FULL-TIME LICENSING PROGRAM MANAGER II (LMP II). THE POSITION IS LOCATED IN EL SEGUNDO, CA.
Under the general direction of the Assistant Program Administrator (LPM III - South), the Licensing Program Manager II (LPM II) plans, organizes, and directs the activities of a regional office responsible for evaluating and licensing community care facilities and enforcing community care regulations. The Regional Manager (LPM II) may develop policies and procedures designed to facilitate the effective operation of the CCL program. The LPM II may act as the Division representative with other agencies, recruit and hire new staff, meet with facility representatives, recommend administrative actions against noncompliant licensees. The LPM II supports the office in maintaining CCLD Policies and Procedures. The selected candidate is subject to fingerprinting and a background check. All applications will be screened and only the most qualified will be selected for interview.
The LPM ll is responsible for the development, training, and implementation of new inspection and technical assistance tools for licensees of Children's Residential facilities to ensure consistent application across the division. Acting as a subject matter expert in the Program, the LPM II will be developing and designing a comprehensive training program and providing technical assistance to the Licensing Program Analysts (LPAs) on the new inspection tools.
The LPM II (Regional Manager) represents the regional office to community organizations, which may include media contacts, public officials, provider groups, etc. The LPM II engages with stakeholders and the legislature for consultation.
Failure to develop, implement and evaluate valid, reliable, and effective inspection and technical assistance tools may result in noncompliance with statutory mandates, which may create an unintended liability for the Department. Failure to manage regional resources will result in poor quality of care in licensed facilities. Regions will fail to close hazardous facilities. This may also result in the Department's inability to fulfill its mission of promoting the health and safety of each individual living in community care licensed facilities. Regions may be liable for inaction or inappropriate administrative action and the client population will be at risk of abuse, neglect, injury, or even death.
The LPM II (Regional Manager) should have a strong background and experience in licensing programs, sensitivity to administrative issues and the understanding of how to use licensing resources.
