BLH seeks an experienced and highly motivated TTA Lead to join our Training and Technical Assistance Team in supporting a large government contract in the DC Metro area. The TTA Lead will oversee the TTA Team as well as provide TTA directly that assists State and Tribal Temporary Assistance for Needy Families (TANF) agencies and their stakeholders in improving the economic security of individuals and families.
The ideal candidate for this highly collaborative position will have a demonstrated track record developing, leading, and delivering onsite and remote TTA interventions and overseeing production and development of TTA tools and materials (e.g., webinars, presentations, toolkits, issue briefs, and summary reports).
This is a hybrid work position; the successful candidate will work out of BLH's headquarters office in Rockville, Maryland. This position will require work-related travel and reports to the Project Director.
Key Responsibilities
- Lead all TTA Team delivery efforts to the client and TANF stakeholders, including assessment, implementation, and evaluation.
- Collaborate with Team members to develop project plans and execute project goals and timelines.
- Provide direct TTA delivery to diverse organizations and audiences.
- Stay abreast of latest research, tools, and resources to support TTA provision to TANF and other human services agencies.
- Oversee development of TTA tools and materials.
- Design and/or participate in presentations at national/regional meetings and conferences.
- Communicate regular TTA project status updates and resolve major issues.
- Develop and maintain strong relationships with Team members, consultants, and Federal staff for two-way communication, collaborative planning, and shared problem-solving to meet the needs of the client and TANF stakeholders.
- Build trusted advisor relationships with clients and partners.
- Assist in providing direction for building TTA capacity within BLH.
Basic Qualifications
- Master's Degree in a related discipline with at least 7 years of relevant experience.
- Demonstrated experience in the design and implementation of a range of TTA activities for diverse audiences.
- Demonstrated experience in leadership positions on federal task orders, grants, or contracts.
- Knowledge of social and human services programs for children, families, and underserved communities.
- Ability to multitask in a fast-paced environment and successfully manage competing priorities.
- Detail oriented with excellent time management skills.
- Ability to manage and adapt to change while maintaining high-quality results.
- Strong research, planning, analytical, and problem-solving skills.
- Excellent verbal, written, and presentation skills.
- Strong interpersonal skills with the ability to collaborate with team members, managers, and clients.
- Ability to travel to oversee TTA events.
Preferred Qualifications
- Demonstrated experience in strategic planning, change management, capacity building, organizational development, and/or implementation science.
- Experience in coaching and program facilitation for individuals or teams.
- Experience with report writing and the development of TTA products in plain language for diverse audiences.
- Temporary Assistance for Needy Families (TANF) and/or Workforce Innovation and Opportunity Act content knowledge.
- Experience managing federal projects.
- Experience working with the Administration for Children and Families or Office of Family Assistance.
