Position summary:
Responsible for planning, organizing and directing the Health department operations. Supervision of department staff to ensure implementation of program goals, objectives and to enforce tribal policies that ensure employee compliance. Administer grants and contracts with budget oversight. Will also be responsible for implementing the Health Department strategic short-range and long-range plans and to ensure effective patient care.
Essential Functions:
1. Maintains working knowledge of grants and regulations governing the Tribal Health Services Programs.
2. Plan, organize, manage, and administer department medical care services, programs, operations, and functions; develop and implement program and strategic planning; implement and assist in the development and review of health department programs, operations, policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop procedures to implement new and/or changing regulatory requirements;
3. Provides direction to staff to work within confines of regulations, meet program objectives and strive to give maximum service to Otoe-Missouria Tribal members.
4. Oversees long and short term planning and expansion of Tribal Health Services Programs.
5. Performs budget preparations and fiscal oversight of all Tribal Health Services Programs.
6. Represents the Tribe in meetings and funding negotiations with all pertinent Federal funding agencies.
7. Directs day to day supervision of all Health Services program leaders.
8. Conducts staff annual performance reviews.
9. Reviews and approves all timesheets, leave requests and purchase order requisitions for coordinators and supervisors.
10. Establish and maintain good working relationships with various outside health organizations.
11. Approves and schedules staff training.
12. Directly responsible to the Executive Director.
13. All other duties as assigned within the scope of the position.

4. Ability to manage multiple areas within Health Services Department.
5. Familiarity with funding agency guidelines/requirements.
6. Ability to develop and oversee annual departmental budgets.
Educational /Experience Requirements:
:
1. Bachelor’s Degree in Public Health, Health Administration or related area.
2. Three years experience with Tribal governments and Federal programs.
3. Demonstrated experience in grant and proposal writing as well as knowledge of and experience in working with Medicare/Medicaid and third-party billing.
:
1. Master’s Degree in Public Health or related field from an accredited university.
2. Five years supervisory experience with knowledge of and experience in working with Indian Health Services and Tribal Programs.
