The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency’s day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs.
**This a grant-funded W-2 position with full employment benefits that expires 6/30/2025 (possibility for extension) hired through the Fund for Public Health New York and will be assigned to NYC DOHMH. Only those with authorization to work in the U.S. without sponsorship should apply. This is an on-site position, no remote or hybrid option available. Professional references are required. **
Responsibilities
· The Systems Analyst role will include, but are not limited to:
· Gathering technological and business logic for the disease surveillance systems
· Conduct analysis, and provide reports including but not limited to data volume, processing times, current and historical downtimes, etc.
· Lead the development of data analytics, research, monitoring, and reporting framework.
· Troubleshoot problems as they arise and track and escalate issues to Assistant Director and Director as needed.
· Evaluate data and data sources for quality, accuracy, and utility.
· Ensure all analyses reflect evolving industry standards and techniques.
· Provide documentation for methods and systems including but not limited to, (1) user manuals for IT staff, (2) technical documentation, and data documentation (3) lead other technical capacity building activities.
· Provide monthly, quarterly and annual reports for performance metrics.
· Liaise with other units to ensure access and connections are maintained and performing optimally.
· Other duties as assigned pertaining applications, databases, visualizations, and reporting.
BASIC QUALIFICATIONS
· Advanced degree in Computer Science, Information Systems Management, data science, statistics.
· 5+ years of demonstrated experience in analyzing o working with complex integrated systems using data management and statistical software (e.g., R, SAS, SQL).
· Experience in healthcare and understanding transactional data systems.
· Experience in using software such as Power BI, Tableau for data presentation and communication.
· Ability to design, synthesize results, and present findings and recommendations in a succinct manner.
· Ability to lead strategic visioning and operationalize mission-driven goals.
· Ability to work independently and self-direct.
· Ability to prioritize and meet deadlines across multiple projects in a fast-paced environment.
· Proven record of developing innovative ideas, dashboards, monitoring and alerting tools and presentations
· Excellent communication and interpersonal skills.
· Excellent problem solving and analytical skills.
· Creativity, humility, and resourcefulness.
PREFERRED QUALIFICATIONS
· Experience leading interdisciplinary teams and managing concurrent projects.
· Proficiency in using Power BI, Tableau, SQL, R, HTML, XML
· Knowledge of Python, Java
· Demonstrated commitment to Public Health outcomes.
SALARY RANGE
$100,000 – $120,000 commensurate with experience and education.
