Responsible for oversight of the LTR (Long Term Rehabilitation/ICCP) Facility which provides intensive 24-hour behavioral health treatment to clients who have serious and persistent mental illness. Ensures compliance with all relevant regulations and expectations including WACs, Assisted Living Facility regulations, and King County BHRD contracts. Promotes client recovery and ensures clinical services and associated documentation are of high quality. Supervises LTR staff including screening and hiring, training, and personnel management. Works collaboratively with other staff and stakeholders for the benefit of TR clients and staff.

Responsibilities:
· Directly oversees and supervises all ICCP/LTR staff, comprised of Rehab Counselors (primary case managers), Rehab Specialists, and on-call Rehab Counselors. Hires, orients and trains new staff. Responsible for evaluating staff performance and addressing any performance issues in collaboration with the HR Director and Chief of Clinical Services.
· Ensure LTR facility is compliant with relevant WACS.
· Ensures adequacy of clinical files and accuracy of client service data.
· Responsible for compliance with all relevant regulations and expectations, including State Assisted Living Facility WACs, and compliance with King County BHRD requirements.
· Ensures Intake data and related documents are completed for each new resident.
· Screens referrals from King County Liaisons to assess if they are appropriate for the facility.
· Ensures clinical services provided to clients are of high quality and are delivered in an ethical and respectful manner.
· Participates in screening of potential LTR clients and ensures timely enrollment and/or transfer of clients into or from the program.
· Conducts or assigns intakes and facilitates discharge planning. Provides direct service to clients as needed.
· Supervises JVC or other volunteer and ensures compliance with associated contracts.
· May oversee the Hospital Diversion bed within the LTR.
· Assists the Chief of Clinical Services in the Quality Assurance/Continuous Quality Improvement processes. Completes QA reports as assigned.
· Assists in program development and implementation.
· Ensures adequate 24-hour staffing of the LTR, and availability of on-call back-up staff.
· Facilitates and monitors completion of maintenance tasks in residential program.
· Participates in evaluating programs, preparing and submitting narrative and statistical reports on program activities for agency Quality Assurance and Improvement plan.
· Works collaboratively with other TR staff and managers. Fosters positive professional relationships with staff from other agencies, stakeholders in the community, and State and County representatives and/or auditors.
· Scans internal and external environments for risks and opportunities and works with the management team to develop plans to address these issues.
· Maintains effective working relationships with referral sources, community resources, hospitals, and doctors and other mental health professionals.
· Assists with community relations and fundraising activities as requested.
· Participates in the agency's strategic planning activities.
· Other duties as assigned.
Qualifications:
· Preferred: Mental Health Professional as defined by WAC 388-865-0150. Master’s Degree in Mental Health related field, and experience working with clients with severe and persistent mental illness. Washington State driver’s license. Previous supervisory and/or administrative experience preferred.
Physical Requirements:
The requirements described here are representative of those needed to fulfill the basic requirements of the position. Must be able to walk up and down stairs several times a day and lift up to 30 pounds if needed.
COVID-19 Requirements:
All staff must provide proof of having been fully COVID-19 vaccinated. The agency follows CDC and Washington State Department of Health’s guidelines in its measures to prevent the spread of COVID-19. Must be able/willing to wear a mask if needed during an outbreak of Covid19 at the program. Must be willing to work with clients who may be positive for Covid19 and may be unwilling to wear a mask.
Hours:
· 40 hour per week exempt position.
· Work-schedule and other hours are arranged with the Chief of Clinical Services.
