SUMMARY:
The town of Marblehead is seeking a skilled professional to administer Veterans services and programs which include the professional work in planning and organizing such programs.
- Ensures services and programs are run in accordance with Federal, State, and Town policies and laws to meet the needs of the community
- Responsible for providing needed services, and when applicable, benefits and funds to eligible veterans and dependents.
- Oversee the detailed eligibility, settlement, and benefits payment reports for municipal reimbursement to the Secretary of Veterans Services, as well as develops, presents, and files federal and state applications for veteran and dependent benefits, and provides continued case-work service.
- Prepares, presents and operates the Veterans Services budget.
- Provide advice to veterans in procuring state and federal financial benefits, including terminal leave pay, veterans readjustment allowances, Massachusetts veterans bonus, unemployment compensation, and pay to veterans and their dependents.
- Handle such matters as civil service preference, employment rights, education benefits, healthcare eligibility, VA hospital registration, recording and certifying discharge papers, and conducting patriotic celebrations and ceremonies.
RESPONSIBILITIES:
- Manages, coordinates and provides the delivery of veteran’s services.
- Reviews, approves, and processes applications for financial/non-financial veteran’s assistance, such as, health services, death, and education benefits, pensions, GI home loans, spouse and dependent entitlements.
- Assists veterans by assisting them in obtaining pertinent state/federal records needed to complete applications for benefits assistance.
- On an emergency basis, disburses limited vouchers to veterans in difficult situations.
- Interviews, aids, and counsels veterans and their families on available services and benefits.
- Receives and approves payment for bills from vendors, hospitals, nursing homes, physicians, and pharmacists.
- Prepares and submits reports to state concerning town expenditures on veteran’s benefits thereby enabling the town to be reimbursed for money expended.
- Provides services to veterans' spouses/families at the time of death of the veterans’ graves registration, oversees maintenance of graves, visits hospitalized shut-ins or disabled veterans. Monitors delivery of medical, hospital, and other services to veterans.
- Annually inspects various commercial scales, pumps, and meters throughout the town for accuracy as called for by the National Bureau Standards.
- Respond to consumer complaints regarding vendors, investigates complaints, and orders and certifies that any corrections required have been made.
- Maintains records of inspections, certifications, and complaints and forwards documentation to the state Division of Standards.
- Other duties as assigned.
QUALIFICATIONS:
- High School Education, Associates preferred.
- At least four years of progressively responsible professional experience in the field of veteran’s services, including management or any equivalent combination of education and experience.
- Possession of a valid motor vehicle operator's license.
- Must be an honorably discharged veteran who served on active duty in the US Armed Forces and completed full contract as evidenced on DD214, unless a Purple Heart recipient.
- Working knowledge of federal and state regulations pertaining to programs for veterans including Chapter 115 of Massachusetts General laws.
- Knowledge regarding the needs of veterans. Strong counseling and public relations skills. Proficient in technology as well as excellent communication and presentation skills required.
