The State of New Hampshire, New Hampshire Lottery Commission, has a full-time, vacancy for Chief Compliance Officer.

Summary :
Administers the business of the Racing and Charitable Gaming Division of the Lottery Commission. Develops and administers the New Hampshire Lottery Commissions internal and external compliance programs.
Functions as an independent and objective body that reviews and evaluates compliance issues/concerns within organization including legal and regulatory compliance.
Administers the external compliance program including contract management, auditing, and investigations to ensure contractor and licensee compliance with applicable laws, regulations, and Commission policies.
Advises the Executive Director on legal and legislative issues impacting the Lottery Commission. Interacts with governmental leaders, state, and federal agencies, as well as licensees and the general public.

54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education : Master's degree from an accredited institute of higher education. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience : Ten years of experience in the active practice of law with high level supervisory, administrative and/or business management responsibilities. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.
License/Certification : Valid New Hampshire Driver's license and/or access to transportation for travel.
PREFERRED QUALIFICATIONS :
Juris Doctorate from an American Bar Association recognized law school. Active member of the New Hampshire Bar Association and in Good Standing.
SPECIAL REQUIREMENTS: Must be available on-call for non-traditional work hours including evenings and weekends to handle complaints and other gaming issues. May require some in-state and out of state travel and the ability to work a flexible schedule, including evening and weekend hours. Requires the ability to
use a computer with extensive use of keyboard, mouse, and monitor.
Responsibilities :
Administers the business of the division of racing and charitable gaming.
Ensures that the Commissions licensing process is efficient, accessible and compliant with the Commissions laws and regulations.
Provides general oversight of the investigations department to ensure that all customer complaints are satisfactorily addressed and resolved and to ensure general compliance with game procedures, internal controls, gaming statutes and regulations.
Oversees and manages highly technical financial and compliance audits of all agency regulated entities and is in charge of ensuring resolution of audit findings.
Authorizes the development of policies and procedures to ensure compliance with applicable laws, regulations and industry standards including Multi-State Lottery Association rules.
Supports external auditors review of Commission policies, procedures and controls. Addresses and resolves any changes to policies or procedures raised by external audits.
Performs annual risk assessment in collaboration with other senior managers and reports findings to the Executive Director.
Creates policies and procedures to mitigate risks based on annual assessment.
Coordinates disaster recovery planning and training with the Security Director.
Reviews documents, contracts, and relevant issues on behalf of the Commission and provides legal advice regarding them.
Provides Legal research on various Commission Administrative Rules, Regulations, Issues, Policies, and State & Federal Laws.
Assists with agency legislative issues, formulates strategy, and represents the agency at the legislature as required. Serves as an advisor to the Commissions senior management team by effectively communicating legal advice.
Assists the hearings examiner with administrative hearings and the preparation of orders and decisions.
Serves as liaison with the New Hampshire Department of Justice in managing litigation and other legal matters on behalf of the Commission.
Represents the Commission at state and out of state Conferences and Seminars and prepares and presents legal training and presentations as required.
Supervises personnel, including disciplining employees, solving personnel problems, developing work methods and writing evaluations.
