Job Description:
- Responsibilities:
- First line fire and rescue
- Fuel marshal duties
- Certifications and Training Required:
- FAA 40-hour Certification in rescue and fire.
- 8-hour Live Burn Training.
- Compliance with CFR Part 139:
- 139.303: Personnel.
- 139.327: Self-inspection program.
- 139.321: Handling and storing hazardous substances and materials.
- Fueling Certification from NATA or Safety 1st.
- AV Fuel Line Certification: 30 hours (online).
- De-Icing Training.
- Experience with Major Airlines: Evidence of having completed programs with major airlines such as American Airlines (AA) or Delta.
The following description covers the typical duties to be performed and/or assigned:
1. Inventory fuel and oil daily. Follow prescribed procedures to test AV-gas and jet fuel for contaminants. Report contamination to supervisor, accept or reject fuel as required. Record daily sales and quantity of fuels delivered. Operate fuel farm according to established procedures and practices. Change fuel filters and perform proper inspection of fuel farm, dispensing trucks and self-fueling equipment.
2. Operate fuel-servicing vehicles and standing pumps to pump proper grade and amount of fuel into aircraft; ensure proper grounding and bonding. Manage fuel distribution in aircraft using onboard-computerized fuel management systems or manual systems as required. Perform “hot” fueling operations as required. Mix additives with fuel as directed. Check oil and add as necessary.
3. Meet and direct incoming aircraft with proper taxi signals. Assist pilots and passengers as requested. Assist tenant and transient pilots in moving aircraft in and out of hangars and tie-down spaces. Tow, wing-walk, and moor aircraft as directed. Park aircraft according to established procedures. Clean windshield, provide auxiliary power or heat as directed.
4. Provide services to aircraft such as, baggage loading and unloading, aircraft cleaning, lavatory services, potables water replenishment, catering delivery, air stairs. etc.
5. Operate Unicom system providing information regarding weather, traffic and field conditions, runway in common use, etc. Record traffic count on aircraft traffic log. Monitor New York Center as required. Handle in-flight emergencies with proper response.
6. Operate and drive snow removal equipment to plow snow or apply anti-skid material to walks, parking lots, ramps, aprons, taxiways and runways, as required. Sweep walks, ramps, hangars, etc.; shovel snow as required. Operate front-end loader to fill anti-skid spreader. Test runways for braking action using Tapley Meter mounted in pickup truck, and report to pilots as required.
7. Perform maintenance and repairs online-service vehicles and support equipment such as aircraft movers, tugs, heaters, gas trucks, front-end loader, deicing truck, baggage belt-loader, etc. as needed. Assist mechanics working on aircraft repairs as assigned. Perform maintenance, repairs and painting on airport equipment and facilities such as hangars, general aviation terminal, equipment storage buildings, chocks, segmented circle, runways, ramps, taxi areas, etc., as needed. Clean, re-lamp and reset airfield and building lighting as necessary. Assist with inventory of parts and supplies for resale as directed.
8. Deice aircraft as required using deicing truck and boom. Certify to pilot that deicing is completed correctly. Test and accept or reject deliveries of bulk deicing fluid. Operate deicing fluid recovery system.
9. Make weather observations using such devices as the sling psychrometer for wet and dry bulb temperature, make weather observations using such devices as the sling psychrometer for wet and dry bulb temperature, gas balloons, and stopwatch for ceiling measurement, the altimeter barometric pressure, light projectors for visibility, a clineometer and ceiling light and other weather observing equipment and charts as required. Operate and maintain Automatic Weather Observation System to transmit “Notices to Airmen”.
10. Observe and report weather conditions as a certified weather observer. Report observations to the FAA Flight Service Station as required or as conditions change. Compare actual observations to Automatic Weather Observation System to ensure proper function. Augment information as required. Log all information and disable Automated Weather Observation System when necessary.
11. Provide initial response to any fire or emergency incident with airport crash, rescue and fire-fighting
equipment; apply extinguishing agents and use rescue equipment to minimize loss of life and property. Provide emergency first aid as needed.
12. Observe and practice all safety procedures and precautions as outlined in the Airport Operations Manual. Report unsafe conditions to supervisor, airlines and other users and issue “Notices to Airmen” as required. Act as safety observer for others working in aircraft operations area.
13. Conduct hourly, daily and special airport inspections to identify runway and taxiway obstructions or
contamination, pavement conditions, safety area conditions, security lighting failures, etc. Initiate immediate corrective action when necessary.
14. Open airport for business in the morning and close at night. Ensure that only authorized people gain access to airside facilities or aircraft. Patrol perimeter road, check for security breaches, ensure that safes, gates, and doors are locked, proper lights left on, aircraft secured, etc., following prescribed airport security procedures checklist. When required, initiate appropriate corrective action.
15. Drive airport vehicle to run errands, pick up and deliver mail, transport students and other personnel to and from airport, or as directed by supervisor.
16. Perform various airport office duties to include operating the reception desk and sales counter, rental of aircraft, verifying pilot credentials, greeting guests, answering questions and arranging for transportation. Prepare credit card or charge slips, receive cash and make change, etc., as required. Answer telephone; greet visitors; provide information or refer.
17. Perform general housekeeping duties to maintain airport facilities in a clean and habitable condition. Perform emergency cleanup duties as conditions required. Clean and/or wash aircraft and assigned line-service vehicles (including fuel trucks) inside and out as required. Wax aircraft as assigned.
18. Place, retrieve, and maintain barricades, barrels, flags, reflectors and lighted flashers to mark obstructions and hazardous or unserviceable areas. Coordinate with outside organizations as necessary to coordinate safe conditions.
19. Direct the activities of part-time line service personnel as assigned. Assist in the training of part-time
employees.
