This position, under direction of the Executive Director, serves as the agency’s Public Information Officer. The ideal candidate for this position will have the ability to communicate professionally, clearly, and effectively both verbally and in writing, work in a fast-paced environment, be highly organized, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. ILETSB is conveniently located in Springfield with a satellite office in Chicago and free parking on-site at both locations. 1. Serves as the Board’s Public Information Officer.
- Develops and implements public information strategies, communications policies and
procedures, and media relations outreach for Illinois Law Enforcement Training and Standards
Board (ILETSB).
- Serves as an expert authority in collaboration with the executive staff of the Board in the
development and implementation of guidelines associated with media relations.
- Fixes objectives, develops strategies, and states principles associated with media relations.
- Serves as media representative to the executive staff.
- Discusses Board programs.
- Makes policy decisions regarding media relations.
- Reports any existing or anticipated media issues which require attention of the executive staff.
- Researches media issues regarding existing and newly proposed legislation at the local, state,
and federal levels, for incorporation into operational policies.
2. Serves as agency spokesperson and representative on behalf of ILETSB to the media.
- Advocates, explains, and interprets the Board’s position and implications on a variety of topics,
issues, events, inquiries, and activities to print, broadcast, and multiple social media platforms.
- Maximizes the accuracy, consistency, and effectiveness of understanding of intent to all
concerned parties.
- Frequently addresses issues of a highly confidential and sensitive nature.
- Serves as primary coordinator and representative to ILETSB staff, depending on nature of issue.
- Coordinates research and development of responses to inquiries on ILETSB issues.
- Writes, designs, edits and issues publications, newsletters, letters to the editor, and statewide
news releases to represent the agency's response to media issues and inquiries.
- Ensures the appropriate range of distribution of related informational materials.
- Represents the Board at a variety of media events and forums individually and in conjunction
with the Executive Director and executive staff.
- Provides counsel and advice to the Executive Director and executive staff in preparation for
events and appearances.
- Identifies and orchestrates opportunities for media events including identification and
coordination of opportunities to partner with other agencies on events and activities.
- Conducts reviews of the ILETSB Freedom of Information Act requests received from media
organizations and advises staff on appropriate methods of addressing those requests.
- Responds to requests for information and documentation relative to department operation as
part of the agency’s compliance audits.
3. Conducts analysis and research of potential resources and methods of enhancing media relations
services for ILETSB to support the agency with quality services.
- Makes recommendations to agency administration to implement enhanced methods and
procedures, based upon findings of research.
- Establishes pilot programs to determine effectiveness of new and revised methods and
procedures.
- Establishes goals and objectives for monitoring, measuring, and reporting media results
statewide, regionally, and locally.
- Tracks associated demographics and reports on findings to the Executive Director.
4. Conducts studies of local and statewide print and electronic media resources to secure adequate
statewide media coverage.
- Arranges and conducts local editorial Board meetings.
- Maintains effective working relationships with publishers, editors, and writers at print and
broadcast media organizations.
- Identifies target media and contacts in local and statewide media to facilitate news release
distribution efforts.
- Identifies emerging opportunities which provide a platform for effective and timely
presentation of information to the media.
5. Performs other duties as required or assigned which are reasonably within the scope of the duties
enumerated above.
1. Requires knowledge, skill, and mental development equivalent to four years of college, preferably with courses in
public affairs, journalism, public administration, or media relations.
2. Requires prior experience equivalent to three years of progressively responsible administrative experience in public
affairs, public relations, journalism, or a closely related field.

3. Prefers 3 years of professional experience in the preparation of professional written and oral reports and dispatches.
4. Prefers 3 years of experience in the development and maintenance of cooperative working relationships with Board
members, management, staff, members of the general assembly, representatives from law enforcement unions
and/or fraternal organizations, members of the media, and representatives of other state and federal agencies.
5. Prefers 3 years of experience in the organization and maintenance of highly confidential information.
6. Prefers 3 years of experience exercising judgment and discretion in developing, implementing, and interpreting
agency policies and procedures.
7. Prefers 3 years of experience in program planning, development, and implementation.
8. Prefers working knowledge of the State Officials and Employees Ethics Act.
1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
2. Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime
including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and
weekends.
3. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or
other industry-related topics relevant to job duties.
4. This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)).
Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects
weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long
periods of time.
5. This position requires the ability to pass a criminal background and work history check.
6. Requires proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
