DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
This position is located within the Bureau of Epidemiology and will support grant management functions with primary responsibility in the ELC umbrella of grants. Functions may include grant application submission, post-award actions, grant workplans, and reporting.
RESPONSIBILITIES:
- This position will also support policies and processes for the bureau related to areas including training, employee development, and continuous quality improvement.
- Supports grant management functions for the ELC umbrella of grants and other grants and general fund or special revenue as needed.
- Works with the Bureau Chief, Budget Analyst, and program leads across Epidemiology, Laboratory Services, Data Services, and Data Sciences to prepare spending plans, budget projections, grant redirection requests, special analysis requests, and fiscal reporting.
- Serves as the lead to coordinate contracts, invoices, data use agreements, and memorandums of understanding.
WORKING CONDITIONS
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. The position is physically comfortable; the individual has discretion about walking, standing, etc.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
EXPERIENCE REQUIREMENTS
Six (6) years of professional experience in accounting, budget analysis, finance, public administration, finance, or a field closely related to the job are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.
A Master’s degree in a field directly related to the job may substitute for two (2) years of the above experience requirement.
LICENSE REQUIREMENTS:
Valid Texas Driver’s License and compliance with the City of Houston's policy on driving (AP 2-2).
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred.
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
