Seattle Public Utilities (SPU) seeks a detail-oriented Performance and Data Quality Analyst (Management System Analyst, MSA) to advance Zero Waste in Seattle by measuring, monitoring, and reporting on the City’s and the City’s contractors’ performance toward goals and ensuring the quality of the data used to inform the Solid Waste Line of Business’s (SWLOB’s) leading-edge policies, incentives, and programs.
The best candidates for this position excel at communicating technical information to non-technical audiences and have experience collecting and maintaining high-quality data, using complex data sets to optimize efficiency and accuracy and resolve data quality issues, and demonstrate the ability to work effectively across departments to improve data quality and performance.
Highly qualified candidates have experience advising management on data processing and reporting systems and implementing recommended solutions, including researching, and analyzing data to create options and alternatives, developing automated reports and data dashboards, and preparing recommendations to implement new systems, procedures, or solutions.

- Serving as one of the primary technical advisors to the SWLOB Branch Management on performance data and quality.

Leading SWLOB system user groups in the design, development, implementation, and modification of internal self-service reports, quality assurance and quality control (QA/QC) reports, and training users in web-based applications and dashboards.

Developing, implementing, and evaluating automated self-service business intelligence products and tools such as data visualizations, dashboards, reports, and manual management information systems.

Administering data assets developed with software such as Tableau and Power BI and programming languages such as SQL, R, and Python.

Coordinating project plans and/or data processing activities with inter- and intradepartmental partners and/or with vendors to ensure that functions and systems design, modifications, and implementation requirements meet the needs of users such as contractors, collectors, recycling facilities, and regulators.

Analyzing and evaluating the effectiveness of operating practices and procedures in areas such as planning, policy, and program development, performance measurement and evaluation, information management, or similar areas with the objective of improving managerial effectiveness.

Clearly documenting code as well as data and reporting-related processes and procedures so that it can be understood and replicated by other analysts.

Experience: Minimum of two (2) years in systems, operations, procedures, research, or analysis.
Education: A Bachelor's degree in business or public administration, finance, computer or data science or a related field.
Education and Experience Equivalency: Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
Desired Qualifications:
Ideal candidates demonstrate all or most of the following:

Strong quantitative, analytical, and problem-solving skills, meticulous attention to detail, and comfort with data. Statistical sample design and hypothesis testing skills are a plus.

Experience with end-to-end data work: Querying data sets, performing data QA/QC, doing analysis, producing automated self-service reports, and making recommendations.

Proficient in SQL, preferably Oracle SQL developer, and other analytical tools, such as Tableau, Power BI, Python, R, and others.

Team player, who is willing to provide support to other team members without judgement.

Strong interpersonal, customer service, communication, organization, and presentation skills.

Ability to work independently in addition to thriving in team-based settings.

Familiarity with best practices for open data, reproducible workflows, and data management.

Workplace Environment: This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office twice a week. Individual schedules will be agreed upon by the employee and their supervisor.
The full salary range for this position is $43.97 - $51.22 per hour.
