Up and Out, Inc., a small nonprofit agency, has been serving Oregonians with intellectual and developmental disabilities in Multnomah County for over 35 years. We are committed to providing community integrated services and residential options to assist adults to move into and maintain individualized living situations in their homes as valued, productive, unique, and successful members of their communities.
The Program Administrator is a newly created position. As a Program Administrator, you will work with a dedicated team, playing a critical role identifying individualized supports and making a meaningful impact in the lives of the people we serve. The Program Administrator is responsible for the successful day-to-day operations and delivery of individual support services to Up and Out clients in 3, 24-hour residential settings. Each home serves 3-5 residents. The Program Administrator is responsible for the supervision, oversite, and training of the Program Coordinator in each of the homes they are responsible for.

- The Up and Out mission statement, policies, and procedures are understood and followed by all staff.
- Each home remains in compliance with Oregon Administrative Rules
- The homes and furnishings are comfortable, and well maintained.
- Meaningful and positive relationships are established and maintained, with clients and their staff, friends, families, and any other supporters who are important in their lives.
Required Qualifications
- Related formal education and training, and/or a minimum of two years’ experience with increasing supervisory responsibilities, working with individuals with I/DD in a residential setting.
- Commitment to developing and promoting integrated opportunities to ensure clients experience success as unique, fulfilled, and valued members of their community.
- Desire and ability to effectively communicate and maintain positive relationships with program participants, agency personnel, ODDS, Multnomah County I/DD program, and other community partners.
- Experience in instructional and behavior management, OIS (Oregon Intervention System) training, and developing interaction guidelines and support plans.
- An Oregon or Washington driver’s license, vehicle insurance, an acceptable driving record, and access to a vehicle
- Eligible to work in the United States
- Willingness to work a flexible schedule and to be available for emergencies as needed.
Required Certifications*

Description of Duties
- In partnership with the Executive Director and HR, interview, check references and hire qualified applicants.
- Orient new staff to day-to-day operations of the homes and initiate relationships with clients and staff.
- Directly train and supervise the Program Coordinator at three homes serving adults with I/DD
- Spend as much of the work week as possible observing and providing ongoing, on-site training, as needed, to direct service staff.
- Maintain positive communication within the agency as well as with family, friends, community partners, and providers.
- Ensure all staff working in the homes have a clear understanding of Up and Out’s mission statement and the ability to implement the intent of the mission.
- Ensure all staff have a working knowledge of all agency policies and procedures.
- Assist in the implementation, administration, and training of Therap for all staff.
- Monitor information entered in Therap, attend weekly staff meetings as possible, and review monthly checklists to ensure ISP objectives, behavior plans, medical protocols and physician orders are understood, and consistently implemented.
- Develop an extensive working knowledge of all clients’ needs and supports. Assist Program Coordinators to identify ISP objectives, develop the ISP, and train staff to implement.
- Ensure by regular monitoring reviews that all staff have a clear understanding of job expectations and responsibilities, so clients have the support necessary to experience their best life.
- Provide re-training for staff not meeting job responsibilities and expectations, develop and explain disciplinary actions as necessary.
- Develop a working knowledge of the Oregon Administrative Rules and the intent of the Rules. Assist Program Coordinators to follow procedures and complete self-assessments to prepare for ODDS licensing reviews. Assist to respond with a comprehensive Plan of Correction if necessary.
- Complete all agency tasks with a positive, professional attitude, and promote a positive agency image.
- Maintain client confidentiality.
- Attend county, regulatory, training and transmittal meetings as assigned.
- Work with the Executive Director and Program Coordinator to purchase needed items for the programs.
- Complete emergency preparedness plan updates and training as needed.
- Other duties as assigned.
Physical Requirements
- Lifting, walking on even and uneven surfaces, bending, twisting, sitting, and ability for regular attendance
- Occasional climbing up or down stairs and/or indoor or outdoor ramps.
Job Type: Full-time
Pay: $65,000.00 - $70,000.00 per year
