Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description
The candidate will review HCR reports and identify owners that have failed to timely register their buildings and/or apartments. Notify delinquent owners of their failure to timely comply with registration requirements and prepare notices to indicate the proper penalties for non-compliance. Follow-up with owner by email, phone calls and possibly in-person meetings to resolve the matter and gain compliance with registration requirements; propose settlement agreements between owner and the agency. Draft settlement notices and Commissioner Orders for review regarding registration. In addition, may also process applications where the owner has failed to comply with agency orders such as the restoration of required services and the issuance of leases as well as mediate disputes between the tenant and owner/agent of the building for issues relating to the rent laws. Compliance and dispute resolution will require extensive interaction with the public, including phone and in-person conferences where the candidate may meet face to face with the parties to resolve the issues presented.

Candidates who are brand new to state service will start at the hiring rate of the position which is $48,881.
