Brief Description of Duties
The University of the District of Columbia is seeking a forward-thinking Vice President of Information Technology to lead its technology efforts and drive innovation throughout the University. Through leadership of the university's technology enterprise, the VP of IT will provide critical support for UDC's strategic imperatives around attracting and retaining students, improving the student experience, expanding research and scholarship, and improving operational effectiveness. The University of the District of Columbia is looking for a VP of IT who will take the university to the next level in leading, directing and managing all IT plans, schedules, policies, programs and suppliers in support of the University's information technology, network communications,operation systems, computer services and management information systems.
The Vice President of Information Technology, reporting to the Chief Operating Officer, serves as the principal technology leader for the university, providing the vision and management for developing and implementing information technology strategies and initiatives across UDC. An experienced and talented VP of IT will act as a key leader and collaborative partner, working with other academic and administrative leaders to further institutional goals and outcomes. In addition to driving operational excellence through improved business processes and enterprise systems, the VP of IT will transform UDC's cybersecurity landscape by designing, building, and implementing a robust cybersecurity infrastructure, aligned with industry standards, and best practices that is tailor-made to the university's unique ecosystem. The VP of IT will benefit from an existing mature Institutional Capacityand Readiness Taskforce (ICRT) governance structure at UDC that taps the support and expertise of key university leaders and provides both a significant budgeted portfolio for new investment and institutional support for life-cycle replacement.
Essential Duties and Responsibilities
- Serves as the key executive accountable for all information systems at UDC ensuing technology support to meet the needs of the University.
- Oversees the development of University-critical applications and technology to support UDC's long-term and short term academic and administrative goals and objectives as defined by the instiutional strategic plan.
- Provides leadership, develops and manages personnel, budgetary, and technology resources for the delivery of effective information technology and networking services; evaluates the units' performance and progress toward accomplishmentof goals and objectives; develops a talent strategy that future proofs unit staffing needs.
- Works with academics in the ongoing evaluation of educational technologies and distance learning applications.
- Responsible for understanding the full scope of technology needs of students, faculty, and staff, provides services tosupport end-user engagement and provide a continuous commitment to excellence in customer service and support.
- Deliver and support critical software and systems (i.e. Banner, Blackboard, TK20, and other University specificsystems/solutions)
- Utilize the cloud to enable rapid deployment of services and improvements to efficiency and effectiveness ofIT operations.
- Manages the successful delivery of application or infrastructure changes in accordance with enterprise architecturestandards to ensure infrastructure meets business continuity and architectural standards.
- Manages multiple “core” functions with an IT organization, including - Application Development & Support,Infrastructure & Operations, Enterprise Architecture, Information & Cyber Security and IT Governance.
- Establishes strong IT Governance and Demand Management with effective processes, procedures and reporting metrics.
- Utilizes key best practices of agile or scrum development methodologies, CMMi, ITIL, and ITSM and any SLA/KPIs orkey IT operational metrics
- Oversees the implementation and management of cloud and hybrid cloud deployments, software and product lifecyclesupport activities including agile principles in a hosted n I&O with best practices
- Leads software development, integration engineering, and data management including associated enterprise levelsupport activities.
- Understands and leads modern monitoring frameworks and toolsets with dashboards, metrics and reporting across all core IT areas as well as end to end application performance and end user experiences to accommodate cloud and hybrid cloud operations.
- Manage software and product lifecycle methodologies including agile principles in a hosted I&O environment preferably supporting DevOps and application development capabilities using industry best practices.
- Performs other related duties as assigned.
Minimum Job Requirements
- Bachelor's degree and five years experience in an IT-related field
- Senior leadership experience across a complex organization with multiple stakeholders, encompassing strategic planning, project planning visioning and process transformation.
- Experience with budget management.

Visa Sponsorship: At this time, the University of the District of Columbia does not provide sponsorship for visas (e.g. H-1B). This position is also ineligible for Optional Practical Training (OPT).
Residency Preference: A person applying for a position who is a bona fide District resident at the time of application for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency on or before the effective date of the appointment and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
