Description of Position: Serves as a NAVWAR Assessment Planner/Manager in the Joint Navigation Warfare Center (JNWC) supporting military and civil operations in Terrestrial, Air, Space, and Cyberspace domains.
Position Duties/Responsibilities:
Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Position involves 51% or more of time in direct support of acquisition positions.
· This position provides technical and/or administrative direction to one or more subordinates but occupies less than the required minimum of the position’s time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
· Technical Expert (TE) planning NAVWAR Positioning Navigation and Timing (PNT) and Operational Field Assessment (POFA) test, experiment and large field training exercise events. Leads medium and large multi-disciplinary teams of technical and non-technical specialists in the planning of events involving prototype, developmental and/or operational military, and commercial systems. Develops event concepts and capability-based warfighting scenarios employing operational or experimental procedures. Develops and manages schedules, objectives and supporting data requirements, data collection and validation procedures, logistical plans supporting execution, command and control, and recovery and reconstitution operations. Responsible for evaluating and matching government Major Range and Test Facility Base (MRTFB) range facilities and capabilities with mission objectives and requirements to determine venue selection(s). Directs and participates in Departmental, interagency, and coalition teams and processes.
· TE executing NAVWAR PNT and POFA test, experiment, and large field training exercise events. Leads medium and large teams consisting of technical and non-technical specialists in the execution of assessments, tests, experiments, and large field training exercises involving prototype, developmental and/or operational military, and commercial systems. Executes NAVWAR assessments, tests, and experiments, in deployed field conditions, incorporating representative threat and capability-based warfighting scenarios while employing operational or experimental procedures. Conducts assessment and test trials at the Test Director level and makes real-time adjustments in assessment and test trial schedules to optimize data collection and mission objective accomplishment. Manages assessment, test and experiment execution, monitoring test progression and accomplishment, and interfacing with supporting and host organizations. Leads and participates in Departmental, interagency and coalition teams and processes.
· Develops products from NAVWAR PNT and POFA test, experiment, and large field training exercise events. Leads teams in analysis, reporting and briefing of NAVWAR assessments, tests, experiments and large-scale field exercises post-event data processing and analysis. Produces technical reports and briefing products. Develops and provides NAVWAR solution options to operational planners for real-time, near real-time and future operational requirements based on assessment findings and results. Interfaces with Combatant Command (CCMD) and Service exercise planners to integrate NAVWAR assessment, test, experiments and exercise results into combatant force preparation, service CONOPS, Tactics, Techniques and Procedures TTPs, training materials and lessons learned. Leads and participates in Departmental, interagency, and coalition teams and processes.
· TE preparing and presenting briefings and papers on NAVWAR topics. Participates in training activities and professional conferences and symposia. Prepares written correspondence, documents, and presentations to include professional journal presentations or publications, publicity items for newsletters, web sites, and other informational sources. Develops and presents briefs, out briefs, action plans, current and future state analyses, and evaluative and analytical data/metrics. Represents the JNWC and NAVWAR communities of interest; represents JNWC for interagency involvement with emphasis on other federal agencies with PNT interests or requirements. Leads and participates in Departmental, interagency, and coalition teams and processes.
Key Skills & Abilities:
· In-depth knowledge of Navigation Warfare (NAVWAR) and Positioning, Navigation and Timing (PNT) as it relates to warfighting with full understanding of PNT and NAVWAR applications to warfighting doctrine, plans, and procedures.
· Knowledge of NAVWAR as it applies to warfighting with advanced understanding of military combat and combat support systems assessment and test procedures, government and civil test and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the warfighter. Experienced with Department of Defense structure, operations and staffing with emphasis on combatant command structure and theater operations.
· Comprehensive knowledge to solve novel or obscure problems, to develop and maintain responsive NAVWAR methods and techniques and to develop new approaches in solving a wide variety of NAVWAR problems.
· Knowledge and understanding in operational and/or developmental test procedures for military weapon systems and knowledge in MRTFB test range operations and procedures.
· Skill in designing and conducting comprehensive studies, projects and techniques and preparing solutions to especially broad, important, and severe military operational and non-operational areas.
· Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
· Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
· Ability to plan, organize, and direct the functions and staff of a medium to large teams.

· Experience at the next lower broadband/grade level (or equivalent) in performing test design, test planning, conduct field test, test report development.
