Serves as a County Representative for Orangeburg/Bamberg and acts under the direction of the District OSHA Officer. Conducts physical inspections of facilities to detect safety hazards in buildings, machinery and related equipment to determine the manner in which work operations are performed. Ensures that facilities and grounds are in compliance with OSHA, DHEC and District regulations. Reports all problems immediately and arranges for corrective action to be taken. Inspects facilities monthly and submits reports to District Office. Performs follow up investigations to ensure corrective action has been taken. Completes paperwork of deficiencies found. Performs routine inspections of roadwork crews. Investigates incidents and accidents involving SCDOT equipment of problems on the right of way. Compiles information and completes necessary reports, ensuring information is logged into the Risk Management Program within 72 hours of incident/accident. Acts as the primary trainer of new employees using the Field Safety Orientation Program. Provides employee training such as: Flagging, Work Zone Safety, First Aid, CPR, Hazardous Communication, Lockout/Tagout, etc. Acts as site administrator for programs such as respirator, confined space and other programs as deemed necessary. Acts as Environmental Officer for Orangeburg/Bamberg facilities. Performs environmental audit monthly and documents findings. Ensures maintenance complex is kept up to guidelines for annual QMT audit, environmental audit, and random SCDOT and DHEC inspections. Conducts safety portion during the monthly safety meeting including required training and current accidents, both vehicular and personal injuries. Assigns employee training in the Learning Management System. Investigates worker's compensation injuries, notifies Compendium and assists employee with WC forms. Maintains OSHA 300 log. Follows up with employees to encourage their return to work from sick or extended illness. Performs other related duties as assigned.
A high school diploma and two (2) years of experience in occupational safety or industrial hygiene programs. A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering or a related technical field may be substituted for the required work experience.
The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. This position requires working in an office environment, warehouse environment, and/or outside in all weather conditions. May be required to work outside of normal scheduled work week, especially during inclement weather and/or other departmental-related emergencies. Requires travel as needed and assigned.
