POSITION SUMMARY:
The Senior Director of Administrative Services & Compliance (SDASC) is the senior leader for all administrative services and is responsible for overseeing the service departments that support the day-to-day operations of the district. The SDASC will also ensure compliance with all federal, state, and local regulations. The SDASC will contribute to the design and monitoring of district operational, programmatic, and administrative systems. They will administer and interpret statutes, regulations, and policies concerned with the responsibilities of charter school, finance, human resources, data management, operations, and all other administration. They will also provide leadership by carrying out program monitoring and quality assurance measures to ensure program efficacy and excellence to positively impact District and Campus outcomes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administrative Services
· Provide leadership and coordination of all administrative, compliance, operational, human resource, IT and data within the District.
· Demonstrate and develop high operational expectations, collaborative planning and program development, responsive management, and personal accountability within District operations.
· Foster efficient and solution-focused collaboration and partnerships between Excel and other Goodwill departments and programs.
· Ensure proper implementation and administration of performance evaluation systems, professional development tools, observation, and individual and group skill development.
· Supervise the maintenance of the District’s contract portfolio.
· Manage the charter amendment and waiver process.
· Oversee the preparation of district-wide staffing, budget, technology projections and plans in coordination with the Finance, HR, and IT teams.
· Ensure District and Campus systems meet all local, state, and federal compliance requirements.
· Facilitate the development, management, review, and dissemination of District/Campus policies, procedures, and documents, including Board Policies, Data Quality and Standard Operating Procedures Manual, School Guide, Student Handbook and Code of Conduct, and Employee Handbook.
· Coordinate the District and Campus facility and safety plans in partnership with the Facilities Operations Manager and the Goodwill Safety Officer.
Data & Compliance
· Research and monitor education legislation and regulations to analyze, interpret, and implement procedures to maintain compliance with current legal requirements.
· Strategize with District and Campus leaders to continually evaluate and improve school outcomes.
· Oversee the development of both quantitative and qualitative research methods and tools (student surveys, focus groups, form creation, student management system data, etc.) that demonstrate program efficacy.
· Coordinate with District teams to facilitate the collection, analysis, interpretation, and dissemination of student data including standardized and local assessment data for school improvement and program evaluation purposes.
· Oversee various departments and work with department leaders to ensure accuracy of all data and reporting, including PEIMS, to the Texas Education Agency and all other regulatory agencies.
· Prepare reports and studies for the purpose of providing information to the Board, Superintendent, other staff, and the public and/or complying with regulatory requirements.
· Maintain, review, interpret, and comply with current State and Federal laws, regulations, and guidelines.
· Facilitate the development, management, review, and dissemination of Governing Board, District, and Campus policies and regulations.
Leadership & Professional Development
· Collaborate with each District office to strategize and ultimately achieve goals and objectives within the District’s strategic plan.
· Collaborate with District and Campus leaders to develop the District’s annual professional development calendar and curriculum.
· Oversee and support the administration of the evaluation process throughout the District.
OTHER DUTIES AND RESPONSIBILITIES:
· Serve as a member of the Superintendent’s Cabinet and as Superintendent’s designee as assigned.
· Attend school and charter-holder board meetings/work sessions; prepare and present reports for the Board of Directors as requested or directed.
· Foster collegiality and team building among teams by:
o Encouraging active involvement in the decision-making process by all team members;
o Communicating expectations for high-level performance to staff and hold them accountable to identified goals;
o Recognizing staff achievements;
o Ensuring effective and quick resolution of conflicts among team members.
· Promote positive and effective communication and collaboration among team members to enhance service delivery, program development, and student and staff satisfaction.
· Comply with policies established by federal and state law, including, but not limited to, State Board of Education and local Board policy.
· Participate in preparing and administering a budget that funds district and campus priorities and oversee use of resources in accordance with the budget.
· Maintain confidentiality regarding personnel and labor relations matters.
· Assist district and campus teams with outreach and engagement events throughout the school year (periodically at nights and on weekends).
· Perform other related duties as assigned.
SUPERVISORY RESPONSIBILITY:
This position leads and supervises all positions within the District Administrative Services office, including Human Resource, IT, Finance, and School Data.
REQUIRED QUALIFICATIONS & EXPERIENCE:
· Bachelor’s degree from an accredited college or university
· Five years’ experience in educational administration.
· Five years’ experience designing efficient and effective programs that are compliant with applicable regulations and experience working with accrediting and regulatory agencies.
· Expertise with the Texas educational system, including compliance requirements for federal, state, and local systems.
· Demonstrated understanding of charter school accounting, operations, and business office procedures, and ability to conduct financial and management audits.
· Demonstrated knowledge and understanding of program development, data analysis, and evaluation.
· Ability to analyze and interpret data and statistics to identify trends, draw conclusions, and develop strategies and tactics that yield results and achieve goals.
· Demonstrated ability to oversee and coordinate processes and activities carried out by other individuals.
· Ability to oversee, coordinate, and influence team members and processes in a proactive and strength-focused manner and evoke mission-focused change.
· Strong sense of professionalism, administrative ability, systemic understanding of student dynamics and socioemotional approaches, and effective communication and interpersonal skills.
· Superior leadership, supervisory, organizational, verbal and written communication skills, and the ability to handle multiple tasks or crisis situations effectively.
· Experience working with high school age students in urban, non-traditional, and/or adult education setting; Possess understanding of marginalization and how it impacts those Goodwill serves and employs; Exhibit respect for diversity of thought and have experience to advance it in teams/organization.
· A valid Texas driver’s license is required. This position will require periodic travel to campus and district locations across Texas.
PREFERRED QUALIFICATIONS & EXPERIENCE:
· Master’s degree from an accredited college or university.
· Ten years’ experience in educational administration.
· Texas Association of School Business Officials (TASBO) Registered Texas School Business Administrator Certification (RTSBA) (or commitment to obtain).
· Society for Human Resource Management (SHRM) Certified Professional (CP) or Senior Certified Professional (SCP) (or commitment to obtain).
