Position Summary
The Associate Director of Utilities is responsible for managing the major utility systems and their connected distribution (steam, water, electrical, chilled and hot water, potable water, sewer, and stormwater) systems to ensure continuous uninterrupted operation.
Duties include but are not limited to:
- Act as the Energy Manager for the university, collecting and analyzing data, identifying opportunities for energy optimization on campus, and developing an energy usage strategy.
- Manage the HVAC and utility distribution system repair and maintenance program.
- Develop and monitor budget execution for the Utilities Branch.
- Manage inventory for air emissions, refrigeration, and fuel tanks.
- Supervise full-time staff including the Central Utilities Supervisor and Energy Systems Specialist.
Conditions of Employment
- This position is exempt from overtime.
- This position has been designated as essential to the operation of the department and will require reporting to work when the University is officially closed and is subject to additional hours and may be required to work evenings, weekends, and holidays.

Required Qualifications
- Bachelor’s degree from an accredited college or university in an engineering field.
- Experience in building energy management and central utility plant operations.
- Supervisory experience.
- Demonstrated ability to communicate effectively orally and in writing with a diverse population/ customer group, including employees with a wide array of occupations and educational backgrounds.
- Ability to develop cost estimates and business case analyses for HVAC, energy, and utility system maintenance and repair projects.
- Ability to read and interpret construction drawings and specs, specifically for Utility Mechanical systems and building-level HVAC systems.
Preferred Qualifications
- Bachelor’s degree in mechanical engineering.
- Professional Engineering (PE) license.
- Experience as a Mechanical Engineer.
- Experience with central steam, hot water, and chilled water plant operations.
- Experience with HVAC and utility distribution systems.
- Certification as a Certified Energy Manager (CEM).
- Progressively responsible positions in public works or facilities management organizations in a public sector or higher education environment.
- Knowledge of energy management systems such as Siemens Apogee, Johnson Metasys, BACNET, and other open protocol systems.
- Knowledge of electronic work management software.
- Facilities project management experience.
- Ability to effectively facilitate/lead meetings and work groups.
- Working knowledge of DOE Energy Star and LEED programs.
- Working knowledge of utility deregulation programs.
- Experience with utility distribution system design, maintenance, and repair.
- Experience with stormwater system operation, maintenance, and permit compliance requirements.

Advertised Pay Range
Up to $110,000 commensurate with experience
