PURPOSE OF THE INTELLECTUAL DISABILITY DEPARTMENT:
To provide services to promote and support independence in the lives of individuals who have an intellectual disability. To enable individuals to live full quality lives as an integrated member of their community.
DUTIES AND RESPONSIBILITIES:
The Residential Administrative Assistant (RAA) is responsible for providing support for people so they can live where they wish in the community, live a quality life and be as independent as possible. The Residential Administrative Assistant is responsible for assisting management staff. In addition, the RAA is responsible for screening and interviewing potential employees for the Residential Department, filing, keeping the ISP books current, sending copies of paperwork to the individuals, families, and others as needed.
Because of the nature of this Agency, it is essential that the RAA believe in the philosophy of the Agency.
CRITICAL ELEMENTS:
1. The RAA is part of the Management team and is responsible for the safety of staff and individuals. The RAA be observant of safety issues and concerns, respond promptly to all reports regarding safety issues and concerns. Examples of duties:
a. Become Certified Incident Investigator under ODP guidelines as classes become available and maintain certification
b. Conduct trainings as needed or requested
c. Report maintenance issues
d. Follow universal precautions
e. Implement all safety aspects and needs of the individuals as assessed and written in the ISP.
2. The Residential Administrative Assistant assists in the management of multiple homes and has direct contact with both staff and individuals. The Residential Administrative must respond promptly to all reports involving staff and/or individual safety. They must also monitor homes to ensure they are safe and in good condition. The Residential Administrative Assistant must assist in ensuring that the homes maintain smooth operations and remain in compliance with all regulations, bulletins, and health alerts issued by State and County Governing Agencies. Examples in this area include:
a. Complete the interview process for unfilled positions
b. Conduct trainings as applicable
c. Make unannounced visits to homes during scheduled and unscheduled shifts
d. Attend staff meetings as needed
e. Assist in checking compliance with licensing requirements
Hiring
a. Track applications and review regularly for potential candidates
b. Conduct initial interviews of prospective staff, complete the hiring packet, and submit to DOS/ADOS for approval
c. Schedule 2nd interviews with RPS’s at the home
d. Communicate with HR throughout process for hiring staff
e. Distribute keys to group home to new staff
a. File original EOM paperwork in the ISP books
b. Ensure needed copies and original paperwork is returned to the homes once checked for accuracy
c. Monitor the ISP books regularly to ensure all original paperwork is accounted for
d. Make copies of completed assessments, send copies to the team and medical personnel
e. File original assessments in the ISP books
f. Purge ISP books after licensing and maintain purge for the regulated amount of years
g. Maintain and update daily book paperwork including Getting to Know letters, personal profiles, etc.
a. Check timesheets weekly in Paylocity and ensure that hours are correct and approved by staff and management
b. Hold staff accountable for properly utilizing Paylocity including clocking in and out, using sick and vacation time appropriately, and addressing repeat issues
c. Call for fire drills monthly at varied times and days following schedule laid out by DOS
d. Ensure fire drills, egress forms are submitted and filed
e. Complete house accounts on a weekly basis
f. Check grocery receipts and EBT purchases and submit to the accounting department
g. Compile the RPS meeting agenda each month
h. Keep the phone list up to date
i. Other miscellaneous paperwork oversight
j. Check monthly medication cycle refills along with other office staff to ensure accuracy and that all medication is delivered as specified.
k. Ensure that the Medication Administration Record is accurate and matches the labels on medications sent for the month
l. Act as backup for the Client Advocate position
3. : The Residential Administrative Assistant needs to be knowledgeable of individuals, DSPs, and the program sites. The Residential Administrative Assistant acts as a direct line in the communication chain between the direct service workers and management staff. Information needs to be communicated in a timely, accurate, and professional manner for services to run smoothly. Communication includes both verbal and written information. This communication can include:
a. Explanation of agency or department policies and procedures,
b. Clarification or changes in directives,
c. Events concerning individuals,
d. Staff disciplinary procedures,
e. Confidential information
f. Interaction that is respectful, positive, and professional with individuals, staff, families, medical professionals, etc.
g. Assure appropriate disclosure or non-disclosure of confidential information occurs.
4. As a member of Bell’s management team, the Residential Administrative Assistant will be privy to confidential information regarding staff and individuals. The agency adheres very strongly to its confidentiality policy and privileged information must never be disclosed
5. The Residential Administrative Assistant must be versed in Bell’s policies and procedures as well as Bell’s philosophical beliefs. The Residential Administrative Assistant will assist to assure services are provided in a manner consistent with policies, procedures, and philosophies of the agency. The Intellectual Disability Residential Department adheres to individual directed services, person centered planning, self-determination, positive behavioral approaches, normalization, and the Everyday Lives philosophies. Examples in this area include:
- Assure DSPs are utilizing the policies, procedures and philosophical beliefs espoused by ODP and Bell Socialization Services.
- Model to DSP’s normalization principle, self-determination and positive behavioral approaches.
- Assure DSPs are utilizing the Everyday Lives philosophy.
6. The Residential Administrative Assistant will function as a member of the Intellectual Disability supervisory team. As such the Residential Administrative Assistant will offer ideas and suggestions for changes that would improve the program. Examples in this area include:
a. Aid in modeling techniques for direct care staff.
b. Assist coordinators to teach new and/or innovative procedures to direct care staff.
ADDITIONAL ELEMENTS:
f. Participate in department meetings.
g. Support other programs in the Intellectual Disability Department.
h. Function as part of Bell’s management team.
i. Function as part of a team within the Residential ID Department
j. Complete other responsibilities as assigned by DOS and ADOS
k. Gain 24 hours of training each year
Minimum Qualifications:
High School Diploma and two (2) years experience directly working with individuals in the social service field; minimum age 21 (twenty-one) years; current Pennsylvania Driver’s License, insurable driving record, and reliable transportation; current physical and Mantoux (TB) and free from contagious disease; Act 33 clearance and Pennsylvania State Police Background Check and/ or FBI Clearance.
