Position: Housing Eligibility Specialist (Bilingual -Spanish/English a PLUS!)
Type of Position: Contract (Full-Time)
Pay Rate: $20.00-$22.00/hour
Work Schedule: Mon-Fri 8:00 am to 5:00 pm *Weekends if necessary*
Smarter HR Solutions is looking to hire individuals who are detail-oriented, self-starters, and goal driven for our Eligibility Specialist position. This Eligibility Specialist position will utilize federal, state, and county guidelines in determining an applicant’s eligibility for Disaster Recovery – Homeowner Assistance Program, and establish and maintain effective working relationships with co-workers, administrators, staff from partner agencies, applicants and the general public. This Eligibility role will also consist of conducting fact-finding interviews with eligibility applicants as well as reviewing applications and supporting documents to determine eligibility.
All Eligibility Specialist applicants must have at least 2 years of HUD or eligibility determination experience, a High School Diploma/GED equivalent or above, proficiency in Microsoft Office, and great attention to detail, communication and organizational skills.

Duties & Responsibilities
- Will be responsible for reviewing applicants' documents to verify their continued eligibility for qualifying grant activities.
- Organize files accurately, communicate with other institutions for fact-checking, follow-up with the applicants for missing requirements, respond to the applicants' inquiries and concerns.
- Must have excellent communication and record-keeping skills.
- Must possess good verbal and written skills.
- Must have experience analyzing data to check for errors and inconsistencies.
- Participate in problem-solving processes and collaborating with vendors in order to obtain program specific documentation and information.
- Demonstrate competency in basic understanding of government policy and regulations.
- Must be able to work under conditions that require both supervision and the ability to work without direct supervision.
- Must have a strong knowledge of Microsoft Excel and Excel Spreadsheets.
- Great data entry skills.
- Task-oriented. Must be able to follow processes.
- Must be able to work in the office Monday through Friday.
Education:
- High School diploma or GED equivalency.
- Post High School education from an accredited technical institute or college/university.
Experience:
- Experience and understanding of determining and calculating income based on financial information submitted by an applicant.
- Two (2) years of HUD income determination and eligibility experience.
- Proficient with income calculation based on HUD's 24 CFR Part 5.609 annual income.
Licensure:
- Must have a valid driver’s license, reliable transportation, and liability insurance.
Knowledge, Skills & Abilities:
- Proficiency in the use of Microsoft Office Windows, Excel, Access, PowerPoint and Word.
- The ability to learn applicable software programs is required.
- Must have experiences and possess excellent customer service skills. Must have good written and oral communications skills.
- Must be able to organize, collect, interpret and process information on an application and analyzing information and evaluating results.
- Possess the skills to draft correspondence and chronologically document files.
- Possess the skills to maintain quality control over work assignments.
- Ability to read and interpret regulations pertaining to the administered programs and guidelines.
- Good organizational skills and attention to details.
- Bilingual is a PLUS.
Work Environment:
- The work is primarily sedentary with occasional required travel to training events or meetings.
- The job is performed in a professional office environment.
Physical Demands:
- This is primarily a sedentary role; however, working with files is required.
- This would require the ability to lift up to 10 pounds and bend and stand as necessary.
