Job Description:
Virginia Peninsula Community College is a two-year institution of higher education established as a part of a statewide system of community colleges. It primarily serves the residents of the cities of Hampton, Newport News, Poquoson, and Williamsburg, and the counties of James City and York.
The Associate Vice President (AVP) for Human Resources reports to the Vice President for Institutional Effectiveness and Transformation and provides strategic leadership and operational oversight for the Human Resources department and all aspects of the College’s employee professional development and training, workforce analysis, employee engagement and recognition, performance management, classification and compensation, talent acquisition, benefits administration, and employee on-boarding programs and services. The AVP ensures compliance with all applicable federal, state, and local laws and regulations, and with Virginia Community College System policies and procedures. The AVP has broad responsibility for developing and reviewing policies and procedures that foster the development of an effective and innovative workforce and promote the college’s strategic plan. The position is also responsible for creating and maintaining scalable methodologies and tools to optimize Human Resources operations and streamline processes within the department.
The AVP is a strategic advisor to the College’s Executive Cabinet and provides guidance regarding workforce trends, potential risks, and the human resource implications of strategic decisions. The AVP serves as the senior leader responsible for designing, implementing, and assessing employee-focused initiatives and projects that support the college’s culture of care, contribute to institutional effectiveness and transformative change, and improve the overall health and wellbeing of the organization. The AVP is responsible for developing and articulating a clear vision for talent management that supports the college's academic and administrative objectives.
Duties and responsibilities:
Organizational Culture and Inclusivity
- Leads college-wide efforts to create and sustain a culture of care among college employees and in all the interactions they have with students, colleagues, and community members.
- Works collaboratively with other leaders to design and execute initiatives that promote and measure employee engagement at the college.
- Directs the planning, development, and implementation of programs to promote inclusive practices among all members of the college community.
- Works collaboratively with colleagues and partners across the college to develop and implement strategies to recruit, retain, and support the success of our diverse student and employee populations.
- Provides senior leadership and oversight of the college’s equal opportunity grievance procedures, ensuring that all investigations arising from complaints of discrimination are handled fairly and appropriately and that the President and executive leaders receive sound guidance and recommendations.
- Serves as the Deputy Title IX Coordinator for the college and as a member of the Campus Threat Assessment Team.
- As the college evolves, the AVP will play a key role in managing change processes and organizational restructuring to ensure smooth transitions and minimal disruption.
Department Planning and Effectiveness
- Provides strategic direction and planning for the Human Resources Department.
- Establishes desired outcomes and associated metrics for assessing outcome achievement.
- Engages the Human Resources team in regular assessment activities and improvement efforts related to established goals and outcomes.
- Ensures that the overall department functions effectively and within its allotted resources and budget.
- Continuously improves the existing human resources infrastructure and streamlines procedures and practices within the department.
- Evaluates recurring patterns within human resources operations and proposes solutions for heightened effectiveness and efficiency.
Human Resources Service Delivery
- Ensures that the Human Resources Department offers and appropriately staffs and resources all the services needed to effectively support employees of the college.
- Evaluates services regularly and works with their team to identify improvements in delivery, efficiency, and effectiveness of services.
- Researches and implements technology solutions and other means of increasing service quality and timeliness.
- Gathers feedback on services and uses the information for ongoing service improvement.
- When needed due to high department workload, assists Human Resources staff in the direct delivery of core services.
Policy Compliance and Reporting
- Ensures that the college maintains compliance with all applicable human resources policies, laws, and regulations.
- Develops, implements, and updates for currency all college procedures related to human resources policy compliance.
- Provides training to the college community on all relevant policies and procedures.
- Works with their team to complete all externally mandated reporting requirements, including those from DHRM, the VCCS, and SACSCOC.
- In times of crisis, such as public health concerns or legal issues involving staff, the AVP advises the president on the best practices and legal requirements respond effectively and to mitigate risks.
Advisement, Support, and Consultation
- Provides employees, supervisors, and college leaders with sound consultation and advisement on complex human resources issues, including employee relations situations.
- Designs and implements training programs for college leaders and others with supervisory responsibilities.
- Provides guidance and consultation to college leadership on establishing hiring priorities and strategies to advance college goals and support organizational effectiveness.
Performance Management
- Supervises staff in the Human Resources Department and provides clear guidance, expectations, and performance feedback to all staff members.
- Documents and addresses performance issues in an effective and timely manner.
