CONTRACT ADMINISTRATOR
PURPOSE:
The purpose of this contract is to obtain contractor Contract Administrator services.
SCOPE:
This position will serve in the capacity as a Contract Administrator within the Office of Contracting which has the responsibility of procuring federal goods and services on behalf of the client.
RESPONSIBILITIES:
- Perform purchase package preparation ($1,000,000.00 or less), develop pre award and post.
- Develop pre award and post award documents, solicitations, modifications, solicitation of quotes and bids, analysis of quotes or bids, preparation of award packages for a JFKC Contracting Officer signature and distribution.
- Develop pre-negotiation positions, determine the types of contracts and negotiation authority to be used and prepare the proper justifications.
- Prepare and maintain current acquisition plans, milestone charts, and related schedules.
- Perform full range of contract administration activities such as, but not limited to, contract modifications, development of change orders, issue stop work orders, review settlement proposals, monitor vendor/contractor adherence to all contractual and performance related guidelines and terms, and termination of contract.
- Utilize assigned systems and tools (e.g. AAMS, SharePoint, DocuSign) to input, track and report on work items.
- Perform and execute all duties and responsibilities associated with this position as required and assigned.
QUALIFICATIONS:
License and Certifications:
Preferred Certifications: Certified Professional Contracts Manager (CPCM); Certified Federal Contracts Manager (CFCM); FAC-C Level I or higher within the past five years or FAC-C Professional.
EDUCATION:
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
EXPERIENCE:
At least 4-years’ experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
KNOWLEDGE, SKILLS & ABILITIES:
- Expert knowledge of contracting methods, contract types, and acquisition planning and implementation of contracts to carry out pre-award and post-award procurement actions such as formal advertising, negotiation, fixed price cost contracting, and use of special provisions and incentive programs.
- Advanced knowledge and proven experience with all aspects of bids/proposals including responsiveness ranges, contractor responsibility and contractor performance measurements; and comprehensive knowledge of simplified acquisition requirements, procedures and practices.
- Comprehensive knowledge of automated procurement support systems and Microsoft Office.
- Excellent skills and abilities in oral and written communications and interpersonal skills required to effective and efficient in the position.

Pay: $70,000.00 - $85,000.00 per year
