Wage Range: $55,000 - $70,000
Position Summary
Under the general supervision of the Deputy Executive Director, and in collaboration with the Director of Asset Management, the Maintenance Superintendent assists with the coordination of maintenance projects and activities of the Authority's public housing developments and Authority owned housing properties, power equipment and fleet vehicles. Coordinates the Emergency Maintenance Crew.
Position Description
-
Assist the Director of Asset Management and Property Managers with oversight and coordination of all Maintenance personnel and operations.

Completes weekly quality assurance inspections of all properties to ensure efficiency with work orders and planning and execution of maintenance work to include preventative maintenance.

Provides recommendations to the Property Managers based on findings from Quality Assurance inspections and reports these findings to the Director of Housing Management and the Deputy Executive Director.

Establishes a preventive maintenance program schedule to ensure that all “shared” maintenance equipment is in proper working condition, i.e., Sewer Machine, Bucket Truck, etc.

Recommends conducts, and coordinates technical skilled and regulatory training for all maintenance personnel to include, but not limited to OSHA compliance.

Assists with maintenance activities for all properties or dwellings owned and/or managed by the Authority.

Coordinates and participates in maintenance services for affordable public housing developments and buildings for which maintenance service contracts have been established.

Assists the Preventative Maintenance and Section 504 Compliance Specialist with schedules and performs preventative maintenance items at the various Asset Management properties when necessary.

Coordinates with the Director of Asset Management, the scheduling of all emergency crew teams and participates in the resolution of the concern, as needed.

Upon the request of the Deputy Executive Director, prepares a variety of management information reports on activities and conducts Quality Assurance Inspections for work tickets at each community.

Responds to and resolves problems related to scheduling activities as they apply to departments within the Authority and the City of Portsmouth.

Acts as a liaison with citizens, Project Area Committees, City Departments, and State and Federal agencies on various matters concerning Authority properties.

As needed, assists with inspections of Authority properties for environmental and compliance purposes.

Participates in the preparation of purchase request when requesting materials, including assigning correct account numbers.

Researches and pick-up materials and supplies from specialty vendors and maintains records of all receiving transactions.

Develop, implement and administer the Authority’s fleet vehicle maintenance program which ensuring the required transport, service, inspection schedule of Authority these vehicles. Performs and/or coordinates road calls of vehicle break downs, etc.

Attend meetings as requested.

Observes and enforces all safety rules and regulations.

Participate in hiring process for maintenance staff.

Monitor and ensure approved inventory of all equipment.

Attend Resident Advisory Board meetings as necessary.

Attend monthly meetings with the Capital Fund Program team and advise them on any upcoming projects/ plans that may require use of Capital Funds.
Position Requirements
-
In-depth knowledge of maintenance techniques and practices and techniques, generally relating to public housing properties.
-
Knowledge of regulations regarding housing quality, maintenance standards and fair housing in accordance with HUD guidelines.

Highly skilled in plan jobs in carpentry, electrical, plumbing, painting, concrete, brick, extermination, equipment and tool maintenance and preventative maintenance programs.

Ability to interpret building codes, construction industry standards and development of construction quality control techniques.

Ability to perform a variety of tasks simultaneously to meet critical deadlines and performance measures.
-
Ability to work independently with minimal supervision, under pressure and with time restraints.

Demonstrated ability to plan, organize and direct the work of technical, skilled, semi-skilled and administrative support personnel.

Ability to communicate clearly and show good judgment according to Authority policies and procedures.

Ability to interact effectively, professionally and with courtesy with staff, co-workers, residents and the general public.

Occasional after-hours, evening and weekend work may be required.

Demonstrated strong proficiency in Microsoft Windows application to include but not limited to Word and Excel.

Must possess and maintain an excellent driving record and be insurable by the Authority’s automobile insurance carrier and possess and maintain a valid state driver’s license throughout duration of employment.
Physical Requirements

Use of hands/fingers to handle or feel – Sufficient manual dexterity to allow operation of a variety of maintenance power equipment and tools.

See – Ability to observe, identify and recognize details at close range. Must have the ability to identify and distinguish color variations.

Experience and Training
-
Any combination of experience and education equivalent to graduation from high school.

Ten (10) years’ experience in the general maintenance field and five (5) to seven (7) years of proven experience in the field of building and grounds maintenance.

One (1) year of supervisory experience required in a skilled trades discipline.

Evidence of appropriate technical training in a broad range of maintenance fields which would enable performance of duties and responsibilities as outlined above required
