Under the broad supervision of the Assistant Vice Chancellor for Administration and Finance, the incumbent performs decision support functions in the areas of fiscal and budgetary analysis, and strategic and operational planning, in compliance with University, State, and Federal regulations. The incumbent is responsible for financial review and analyses and collection of financial and program information on institutional needs and relating those needs to available resources to facilitate executive decision-making. Work is performed in a dynamic environment that expects a high degree of initiative, independent judgment, confidentiality and accountability.
Key responsibilities of the position include:
Prepares financial forecasts based on current funds, revenues, and expenditures, applicable cost and price analyses, statistical and quantitative models, and existing trends. Direct and coordinate the preparation of financials pro-forma, operational assessments and cost/benefit analyses. Prepares revenue and expense proposals in a variety of media for the purpose of aiding executive level decisions. Prepares peer benchmarking analyses based on various metrics of LSUHSC-NO in comparison to that of peer institutions by gathering and interpreting data from widely respected reporting agencies and the Louisiana Board of Regents as well as individual institutions. Prepare comparative analyses and forecasts in a variety of media for the purpose of aiding executive level decisions and supporting the development of responses to inquiries made by the LSU University Administration and LA Board of Regents.
In collaboration with the Assistant Vice Chancellor for Administration and Finance, oversees all fiscal activities in support of
budget development and execution such as:
- evaluating fiscal systems and maintaining procedures relating to expenditure and revenue practices.
- allocating funds across LSUHSC-NO cost centers
- creating annual budget request proposals
- preparing monthly/quarterly budget projection and variance reporting and expenditure patterns and cost drivers analysis. Recommending courses of action when necessary.
- communicating with VCAF department heads to ensure budgeted goals are met and coordinating budget revisions
- preparing budget related materials for the university’s executive officers and Board of Regents.
- examining budget estimates for completeness, accuracy, and conformance with procedures and regulations
- managing the budgeting functions and utilizing the information and figures to complete budget transfers, reports,
correcting entries and redesigning budget accounts or correcting/ reversing expenditures
- Reporting and Administrative
Provides budgetary counsel and timely assistance to department administrators and campus constituencies. Providesresponsibility for accurate and timely reporting for:
- the strategic plan for legislative mandate, legislative appropriations requests, fiscal notes, analyses of legislation
- the LSUHSC-NO operational plan, and all related performance indicators (LAPAS)
- various survey and questionnaire responses
- distribution of licensing royalties to inventors, other campuses, and the LSU University Administration
- quarterly risk exposure reporting to the Office of Risk Management.
- financial and performance management information to assist senior management in decision-making
Minimum Qualifications
- Required Education: Bachelor's
- Minimum number of years required to do the job: Five years experience in a professional business setting.
- Master’s degree in business oriented discipline can substitute for two years of experience

- Master’s degree
- Discipline(s): Finance, Accounting, Business Administration, or a related discipline
- Administrative experience gained in public sector, higher education or health care
