Air Liquide Large Industries provides our customers with industrial gas and energy solutions that are vital to their own industrial production. We own and operate over 2,000 miles of industrial gas pipelines in the U.S. supplying mainly oxygen, nitrogen, hydrogen and syngas in large quantities from multiple production sources to major customers in the chemicals, petrochemicals, refining and steel industries. Our pipeline operations and industrial gas production facilities are closely monitored 24/7 within our leading-edge operations control center located in Houston, Texas. Our operations control group monitors over 89,000 data points and assists with product supply and coordination. We are constantly optimizing our supply network to provide high reliability and energy efficiencies allowing Air Liquide to adjust supply needs more quickly and effectively enabling growth to our customers.
The Right of Way Specialist is responsible for multiple functions within the right-of-way field, including but not limited to title research, document database management, right-of-way renewals, encroachments, and interface with internal/external clients regarding land-related topics. The Right of Way Specialist is responsible for all data entry and right-of-way administration activities. This position reports to the Director of Right of Way.
Organize and lead the management of real estate records for the pipeline system. Input records and maintain the right-of-way database. Monitor and control the filing system to ensure accuracy and efficient retrieval of data. Assure that all supporting documentation required for right-of-way agreements and leases has been obtained.
Responsible for the data entry, right-of way documentation and right-of-way administration activities as required by the approved ROW Procedure.
Manage check request process and prepare check requests as needed for tracking lease renewal payments and the new acquisition of permits and easements. Responsible for creating and delivering reports for existing easements including cost, risk, and ownership. Support initiatives to convert term easements to perpetual and other strategic activities to manage Air Liquide’s collection of easements, permits and right of ways.
Researches and advises on right-of-way access issues and agreements.
Provide due diligence support within the pipeline system by conducting internal title research and external title research with no supervision. Identifies land ownership from both company and public records, including current contact information
Coordinate right-of-way support for new pipeline construction, interconnects and operations. Prepare legal documents for right-of-way acquisition to include grants, leases, license agreements, permits, relocations, encroachments and crossing agreements.
Manage Encroachments by assisting field pipeline technicians with monitoring third-party right-of-way activities in and around company pipeline assets.
Coordinate and participate in weekly meetings/conference calls with the project team and provide information updates to the Director of Right of Way.
Open new projects and close completed projects as needed. Prepare and file all related paperwork. Responsible for maintaining the line list and including updates from agents. Collaborate with GIS resources to produce a project map. Coordinate the recording of documents into the clerk’s office in the respective county or parish.
Perform related special projects and assist the management team are required, as is the ability and willingness to travel.
Required Skills
- Strong computer skills, with an emphasis on Oracle, Google Workspace, MS Office and Adobe Acrobat PDF tools. Experience using Google Earth and working with kml and kmz file formats. Ability to scan documents and perform OCR searches.
- Honesty and high ethical standards in the representation of the company and the interests of individual landowners.
- Ability to handle complex and highly confidential matters in a mature, professional manner.
- Analytical ability and judgment to determine land rights to be acquired.
- Ability to read, understand and prepare technical documents such as easements, leases, licenses, permits, surveys, engineered drawings and line lists.
- Accounting skills include maintaining a check register; tracking lease renewal payments; preparing the departmental budget; project financial reporting; cash forecasting; preparing purchase order requisitions; receiving invoices from vendors; and processing expense reports.
- Strong organizational skills with the ability to effectively organize both paper and digital files.
- Excellent verbal communication skills with attention to grammar, punctuation and spelling.
- Must have the ability to manage multiple projects simultaneously and meet deadlines; prioritize work/projects.
- Must display good judgment with a customer-service attitude and be able to work independently as needed in a fast-paced, deadline driven environment.
- Must be flexible, adaptable and have a high level of initiative. Must be a team player with excellent interpersonal skills and a “can-do” attitude.
Required Licensing and Certification:
- Texas Notary Public or eligible to obtain commission.
- Texas Real Estate Commission Easement/Right of Way license or eligible to obtain license.
- International Right of Way Association (IRWA) active membership or eligible to obtain.
Required Experience
- Education: Bachelor degree required
- Minimum 3 – 5 years relevant experience in pipeline right-of-way acquisition and related activities.
- Must be knowledgeable in real estate principles, rules and regulations
pertaining to the acquisition of rights of ways, licenses, permits and other real estate rights.
- Must be knowledgeable in basic accounting processes, controls and reporting.
- Candidates must have valid employment authorization in the U.S. and must not require visa sponsorship now or in the future. This position is not open for non-immigrant visa sponsorship.
