POSITION SUMMARY
Under general supervision of the Equipment Coordinator and/or the Assistant Solid Waste Manager. Performs technical and administrative work servicing the County's equipment for both the Landfill and Collections Divisions of the Solid Waste Department. Should have the ability to plan and organize the safe work of subordinates within Solid Waste. Duties include but are not limited to performing routine maintenance and repair of equipment and related facilities and systems.
ESSENTIAL DUTIES
- Performs complicated maintenance and repair of all types of County gas and diesel automotive and construction equipment, maintaining records and files of all work performed;
- Diagnoses equipment problems;
- Repairs, rebuilds or overhauls diesel engines;
- Repairs tractors, front-end loaders and mowers;
- Replaces and/or repairs valves, pistons and main bearings and assembles cooling, fuel and exhaust systems;
- Inspects, adjusts, repairs and overhauls hydraulics and brakes, differentials and rear axle assemblies, transmissions, fuel injection systems and axles;
- Tunes motors using standardized testing equipment;
- Responds to emergency road calls from disabled equipment and makes repairs or has the vehicle towed to the garage;
- Tests equipment to ensure proper operation after repairs made;
- Repairs electrical systems on equipment and air conditioning systems;
- Rebuilds hydraulic valves and maintains hydraulic systems;
- Performs repairs to trash compactors, dozers, loaders, excavators, dump trucks, tractors, back-hoes, mowers, etc.;
- Performs emergency towing and retrieval services for vehicles;
- Performs emergency maintenance and repair of equipment and vehicles at job sites;
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Must be physically able to operate a variety of equipment including a roll-off truck, truck, dump truck, skid steer, dozer, excavator, compactor, rubber tire loader, front-end tracked loader, etc. Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work involves climbing, bending and stooping at times. Must be able to lift and/or carry weights of 50 to 150 pounds. Should have the ability to plan and organize the work of subordinates; read and comprehend various reports; communicate ideas effectively both orally and in writing; establish and maintain effective working relationships with associates and general public; and prepare/maintain related records and reports long-hand and electronically.
Thorough knowledge of maintaining, repairing, and operating specialized heavy equipment in the landfill and related facilities. Has knowledge of the activities and methods of the landfill and solid waste collection and recycling. Is able to perform duties of the job without the need of direct supervision. Has skill in careful and safe operating and servicing of specialized automotive/construction/waste equipment. Knows general traffic laws and regulations governing equipment operation. Able to give responsible attention to completion of duties. Has knowledge of occupational hazards and safety precautions necessary for operating equipment.
Has comprehensive knowledge of terminology used in the department, and able to communicate effectively with various individuals and groups and is able to comprehend and complete detailed oral/written instructions and daily work assignments efficiently. Able to use independent judgment and discretion on the job. Able to work in extreme weather conditions.
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to graduation from high school supplemented by courses in diesel mechanics and extensive experience as an automotive mechanic including considerable experience with diesel engines.
LICENSE, CERTIFICATIONS and OTHER REQUIREMENTS
- All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
- Possession of or ability to acquire within 6 months of hire date valid Class B Commercial Driver's license (CDL) issued in the state of South Carolina.
