KEY QUALIFICATIONS
- Experience coordinating/developing state rules/state plans and/or permitting/authorization mechanisms
- Experience working with the air program and/or air permitting programs
- Experience in arranging/providing support to legislators and/or participating in the legislative process
- Experience in coordinating and/or participating in public meetings and/or stakeholder outreach
HERE’S WHAT YOU’LL BE DOING...
- Lead or participate in highly complex to advanced projects involving the planning and development of air permitting rules, policy, and permits such as standard permits, general operating permits, and state plan.
- Advise and consult with management and staff in technical matters and program functions related to the implementation of federal and state permitting programs, air permitting policy and regulations, technical reviews, business programs, and administrative and technical guidelines. Develop or evaluate moderate to highly technical permit support procedure and techniques for use by agency staff, applicants, consultants, and the public; and provide guidance, direction, and training as required.
- Provide expertise and participate legislative support activities, including meetings or presentations with executive management, agency staff, and external customers; bill review, analysis, and research.
- Conduct or participate on agency teams and workgroups as directed; communicates the applicability of federal and state requirements related to division processes and programs to Commissioners, executive management, legislators, and public and industry groups. Participate at hearings and meetings; and prepare and deliver presentations as necessary.
Qualifications
EDUCATION & EXPERIENCE
Environmental Permit Specialist IV
A bachelor's degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus four years of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities.
Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.
OR
A master’s degree in the specified fields from an accredited college or university may substitute for one year of the required experience.
OR
A doctoral degree in the specified fields form an accredited college or university may substitute for two years of the required experience.
OR
Two years of full-time experience at TCEQ as an Environmental Permit Specialist III.
Environmental Permit Specialist V
A bachelor’s degree from an accredited college or university with a major in engineering, physical science, environmental science, or a related field, plus five years of full-time experience in performing engineering, technical, or related work in environmental permitting or control activities. Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.
OR
A master’s degree in the specified fields from an accredited college or university may substitute for one year of the required experience.
OR
A doctoral degree in the specified fields from an accredited college or university may substitute for two years of the required experience.
OR
One year of full-time experience at TCEQ as an Environmental Permit Specialist IV performing work consistent with the examples of work performed.

CURRENT TCEQ EMPLOYEES
This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineering Specialist IV-V state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Environmental Permit Specialist IV-V series.
