The City of Virginia Beach’s Emergency Management Department is looking to hire a Security Program Specialist to join their team! This position will support the core initiative of centralizing security management activities and the development of a citywide security plan and management system. The Security Program Specialist will assist the Security Program Manager in the implementation and management of security programs, training, threat and vulnerability assessments, and mitigation actions.

Duties and responsibilities include, but are not limited to:
- Assist in the implementation and management of a City-wide security programs to provide for a centralized incident response process and reporting system.
- Assist in the development of citywide plans, policies, and processes in support of the security program and related technology systems.
- Serve as a liaison with contracted security firm manager to coordinate daily operations of contractual security services.
- Respond to security incidents and document complaints through matter resolution under the supervision and guidance of the Security Program Manager.
- Collect threat intelligence and conduct predictive analysis to establish a security common operating picture for City facilities through engagement with the intel community.
- Collect, analyze, disseminate, and report on a wide range of security related issues and incidents.
- Maintain all-hazards readiness with City security staff and public safety departments to contribute to continuity of operations.
- Develop and provide uniformed guidance to departments on City security processes and practices.
- Assist departments with development of facility security plans, active threat trainings and exercises, and security incident response based on current threats and hazards.
- Conduct facility risk assessments and related threat and vulnerability assessments; coordinate with departments to implement security changes and upgrades based on assessments.
- Develop and conduct workforce security training and exercise programs to ensure awareness and preparedness of staff.
- May serve as the project manager on information technology initiatives to support physical security programs related to facility access control, employee alerting systems, incident response management, or video monitoring.
- Support the Security Program Manager on key citywide security workgroups, including but not limited to the Safety and Security Workgroup.
