HOUSING STABILIZATION PROGRAM MANAGER
Salary $57,500 - $59,500, (Bilingual strongly encouraged)
HomeStart is seeking to hire a Housing Stabilization Program Manager who will be responsible for supervising and managing our Stabilization Team. HomeStart is a leading provider of housing services for people who are currently homeless, at risk of homelessness or have recently moved from homelessness to housing. We are a dynamic, innovative non-profit agency committed to promoting diversity, equity and inclusion in all aspects of our work.
You will be a leader for a team which helps people who are formerly homeless maintain their housing and prevent recurrent homelessness. The Stabilization Team assists people who are often the hardest to serve due to having multiple disabilities, long histories of homeless, various barriers to stable housing and are very low income. HomeStart services are based on the philosophy that everyone deserves housing. The Stabilization and Outreach team provides hands on community-based mobile supportive services to individuals experiencing mental health and other life challenges with the goal of ending homelessness for the most vulnerable populations. You will be responsible for assisting the team in meeting the goals of the program: assisting clients in maintaining stable housing through improving life skills, increasing self-sufficiency, and maximizing income and mainstream benefits. The Stabilization Program Manager is responsible for oversight and management of the Stabilization team and will work closely with their fellow Stabilization program managers as well as the managers of the Leasing and Representative Payee teams. In order to succeed in this role you will need strong communication and interpersonal skills as well as the ability to lead an experienced dedicated team serving the most vulnerable and hardest to serve.
Supervisory Responsibilities:
- Hire and train and provide clinical/administrative supervision to program staff who deliver case management services to individuals and families whom previously experienced homelessness.
- Provide coaching and guidance in effective client services, crisis management, professional development, etc.
- Collaborate with other team managers to provide effective and seamless services to all clients as well as promote cohesive team building and support.
- Communicate clear expectations, tasks, priorities, deadlines and other responsibilities with all staff in a timely and efficient manner.
- Provide leadership within team and agency.
- Promote learning environment, assist with problem solving/reaching solutions to challenging situations,
- Research and be familiar with best practices in field to allow for evolving and continuing success of services and initiatives.

Client Services Responsibilities
- Commitment to Housing Stabilization by ensuring quality effective services are being provided to all HomeStart clients using the housing first approach in general services and specific to HUD Housing First standards.
- Working alongside the Street Team to provide crisis management for client-related and/or agency-related issues. These include direct client situations as well as housing related crises etc. Respond effectively (e.g. deescalate) angry, frustrating or challenging clients
- Use a multitude of skills, models, values and philosophies in supporting team and providing services (for example, harm reduction, strengths based model, suicide intervention, etc)
- Establish and maintain positive working relationships with landlords and property managers. This is important to both help support continued housing for our clients as well as a positive working relationship and reputation for HomeStart.
- Ensure quality effective services are being provided to clients.

Administrative Responsibilities
- Be familiar with, adhere to and train team in program policies and procedures within agency as well as from funder and local, state and federal regulations. Funding sources, regulations, and laws subject to change.
- Create and organize streamlined services (e.g. template letters, standard assessments).
- Manage tracking spreadsheets for permanent supportive housing programs.
- Learn multiple data management systems and ensure staff are entering timely accurate client data.
- Ensure all file and administrative documentation is correct. Responsible for staff maintenance of complete accurate client files.
- Responsible for oversight of site visits from funders.
- Support agency efforts towards creating and maintain a diverse, equitably and inclusionary workplace.

Successful candidates will have the following:
- Supervisory, program management and clinical case management experience
- Strong interpersonal skills (e.g. active listening, approachability, dependability, empathy, leadership)
- Commitment to harm reduction model, stages of change theory, trauma informed care, etc.
- Successful experience in managing and juggling diverse tasks and projects with minimal supervision in fast paced environment
- Able to work and adapt to a fast pace hybrid work environment
- Strong computer skills including proficiency in Microsoft Word and Excel. Strong written and verbal skills
- Ability to learn and then teach new and/or complex regulations, policies and procedures
- Adapts easily to and is comfortable with change, as well as knowledge of homelessness and housing
- Experience or familiarity with substance abuse, mental health disorders, and trauma informed care
- Ability to be flexible, take an optimistic approach to new challenges, and have a good sense of humor
- An ability to work closely with a diverse group of people within and outside the agency
- Ability to handle client crises with calm and confidence. Ability to think on your feet
