Overview:
The Bureau of Global Health Security and Diplomacy (GHSD) is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) - the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world. PEPFAR supported programs are implemented in these countries under the leadership of the Department of State and through a multitude of U.S. Government agencies, including U.S. Departments of State, Health and Human Services, Defense; the U.S. Agency for International Development; and the Peace Corps.
Responsibilities:

Administrative and support tasks essential for the effective functioning of the Human Resources department within the Executive Office. The candidate will be assigned to a full-time work schedule reporting directly to the Deputy Director, the Management Analyst facilitates recruitment processes, performance management, and employee engagement initiatives. Responsibilities also include developing and maintaining critical databases and spreadsheets for personnel information, drafting communications regarding HR policies, and maintaining orderly files and records. As a central communication link within the department, the role requires coordinating with senior management to ensure smooth information flow and operational efficiency. Additionally, the position involves advising on procedural matters, managing leadership schedules, and responding to various inquiries, all while ensuring compliance with organizational standards and deadlines.
- Assists with recruitment, staffing, onboarding/offboarding, performance management, promotions, incentive awards, time, and attendance, and leave administration.

Develops and maintains basic databases and spreadsheets to track personnel information.

Provides administrative support for Human Resources programs and undertakes special projects for the directorate.

Prepares communications outlining Human Resources programs, policies, and standard operating procedures.

Establishes and maintains office files, both hard copy and digital, including automated disks and records.

Searches, assembles, and summarizes information from office files and documents as required by GHSD contract staffing requirements.

Serves as the primary conduit for information across the Section and Office.

Coordinates and initiates email correspondence, telephone calls, meeting notes, and action memos, and liaises between the Director, the Deputy Director, and other subordinate managers.

Provides accurate, timely advice on procedures, reports, requirements, and other matters necessary to implement the Director and Deputy Director’s policies, directives, and instructions.

Assists in monitoring and managing teamwork flow, communication, and morale.

Responds to routine and non-technical requests for information such as the status of reports, duty status of employees in the section, and suspense dates for matters requiring compliance.

Maintains the calendar and schedules appointments based on knowledge of office leadership’s interests and commitments.

Performs additional tasks as required.
Qualifications:
Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.
Education and Experience: The following are desirable levels of experience:

High School Diploma/General Education Development Test required.

At least 5 years of relevant experience.
Clearance: Must be a U.S. Citizen. MODERATE RISK PUBLIC TRUST clearance required.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
