Reporting directly to the Chief Executive Officer (CEO) AVP of People and Professional Development for the Daxia Network (abbreviated AVP of People) is a member of the Executive Leadership Team responsible for developing and executing company strategy related to Human Resource and Professional Development functions in support of the overall business plan for Citizen Advocates and its affiliates.
The AVP of People’s chief responsibility is to identify, evaluate, and collaborate in real-time on affiliate (CITIZEN, SJRC, FIELDSTONE, HARISON, and others as they join) and network (DAXIA) risks as they arise. The AVP outlines, summarizes, and educates senior leadership on hiring practices, employee life cycle, terminations, and development plans, training requirements, workforce narrative (what the workforce is focused on), company culture (adequately resourced and held accountable) as well as trends of non-compliance with labor laws, enforcement, and regulatory standards (such as Dept. of Labor standards), as well as labor risk to the agency and affiliates. The AVP provides insight related to trends, corrective actions, the necessity of self-disclosure, industry suggested processes, policies, and practices. The AVP advises the CEO on recommended pathways for hiring approaches, workforce initiatives, labor compliance activities, and areas of risk. The AVP supports the CEO’s decisions related to ethical business approaches and performance.
The AVP is responsible for the development, management, and delivery of the Citizen Advocates and affiliate Employee Handbooks. Working in conjunction with the agency’s Executive Leadership Team, the AVP helps to shape and implement the overall direction for the departments and serves as the primary advocate for HR approach, for supporting our workforce, and for pursuing best practices in the delivery of care. This position is accountable for successfully completing HR, Training, Professional Development, projects in consultation with the CEO as well as assigned strategic initiatives.
This role champions optimal and ethical performance of managing employees in delivering exceptional whole-person care, through risk management strategies, exceeding regulatory requirements, and prioritizing employee satisfaction. The AVP seeks to motivate, empower, and inspire staff by collaborating with the Executive Leadership Team to build a collaborative, transparent, and inclusive culture that matters, allowing for open dialogue to address the challenges, goals, and achievements of Citizen Advocates and affiliates.
Essential Functions (Job Duties)

Create an organizational environment that reflects an absolute commitment to supporting the agency’s approach to managing the workforce as well as the mission and the mission of affiliates.
- Develop a well-defined company culture (act as company’s culture advocate & brand builder) to improve employee relations and aid in talent acquisition.

Create and maintain Employee Handbook(s) for DAXIA affiliates.

Create and maintain Executive and Governance Handbook(s) for DAXIA affiliates.

Manage and maintain the agency’s HRIS system.
- Manage and maintain a seamless payroll system and process.
- Create, manage and maintain seamless hiring and onboarding practices.
- Create, manage and maintain training records and personnel files.
- Educate and train the workforces about all regulatory and legal requirements associated with the business.

Provide updates on regulatory and legislative changes and/or modifications and ensure that developments in rules and policies are restructured with business practices, articles, policies, and systems.

Research changes in labor rules and regulations, analyze their effect on the companies, and communicate findings report to the CEO.

Draft HR procedures, processes, and policies to facilitate a better compliance stance in the company.

Conduct discreet employee related investigations and inquiries.

Develop plans and strategies to support the achievement of quality and expedient employment practices, documentation practices, rewards, benefits, culture, training and development, performance management, systems implementation, records management, succession planning, employee relations and retention, diversity programs, and compliance with local, state, and federal laws.
- Develop strong partnerships and function as a strategic business advisor to the Executive Leadership Team of each business unit or specialty group, to include Operations, Strategy, and Shared Services, regarding key organizational and management issues.

Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of the organization’s strategic goals.

Provide day-to-day oversight of employee relations, management partnership, and incident management – to include education, coaching, career development, and dispute resolution.

Develop and implement comprehensive benefits plans that is competitive and cost-effective.

Provide overall leadership and guidance to the HR, Professional Development, and Training functions by overseeing talent acquisition, career development, succession planning, retention, training, development, benefits, and compliance activities organizationally.

Empower and resource teams effectively to build and implement scalable processes and reporting capabilities around Training, Hiring, Onboarding, and Talent Management & Development, improving hiring efficiency, and retaining top talent.

Optimize people-centered activities (hiring, training, performance management) to ensure these efforts support the organization’s growth and strategies.

Implement leadership development initiatives at the direction of the CEO, COO, or COS.

Responsible for talent acceleration, including talent management, succession planning, and career pathing.
- Complete performance appraisals on direct reports and manage the Network’s approach to the completion of performance appraisals.

Analyze human capital data and industry regulatory trends to guide recommendations on company policy and best practices.
Oversight Responsibility

Manage the Human Resources, Professional Development and Training, departments and encourage strong collaborative relationships with all other members of the leadership team and workforce.
Administration

Provide supervisory oversight of all reports involving assigned staff including, but not limited to, performance evaluations, PTO approvals, scheduling, etc.

Position Type/Expected Hours of Work

This is a full-time time position.
- This is hybrid position – no less than 3 days onsite required at DAXIA (324 Creighton Road)

Workweek schedule: Position is primarily Monday through Friday; however, if emergencies arise on the weekend or evenings, call is required.

Hours and schedules may vary depending on Company need and workload. Employee will be given as much advance notice as possible when such changes occur.

Required Education and Experience
-
Bachelor’s degree from an accredited college/university required; MBA or MA/MS in human resources or related field preferred.

Fifteen (15) years of progressive leadership experience in Human Resources, Organizational Development, or Operations, with at least five (5) of those years working in the field of Human Resources/Personnel Management.
