The Program Analyst shall possess technical skills, experience, and professional certifications as applicable for work to be performed herein and have working knowledge of Army processes and of the Army Recovery Care Program. This role also provides Soldier Management Branch data extraction, monitoring, analysis, and Program Risk Management program audit execution and management support (example, Special Compensation for Assistance with Activities of Daily Living, SCAADL). This is a telework work opportunity and also has an On-Site Work Requirement.
Responsibilities:

Develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum, the analyst shall develop quality control procedures.

Make recommendations from findings for further process improvement projects and initiatives.

Perform custom data analysis by using various tools to collect, organize, analyze, and disseminate large volumes of data in multiple formats (i.e., spreadsheets, presentations, white papers, etc.)

Assist the Director, ARCP with risk management internal control training and execution, provide risk management assessments, prepare risk plans, and be the Subject Matter Expert (SME) to the ARCP for risk management across the enterprise.

Provide analysis and administrative functions essential to the direction and efficient operations of the ARCP

Draft replies to RFI from internal and external sources.

Complete miscellaneous taskers and data requests which require utilization of MODS-Warrior Transition (MODS-WT) and Army Recovery Care System (ARCS, formerly Army Warrior Care and Transition Systems, AWTCS).

Pull data from MDS and ARCS, export data into excel and do pivot tables and translate information into requested presentation format.

Review taskers developed by Division action officer.

Assist in research, analysis, and prepare report statistical process analysis.
- Develop, mine and report programmatic enterprise performance metrics by collecting data from various sources to include Medical Operations Data System (MODS)

Regularly update key performance metrics in support of ARCP.
- Prepare, conduct, and analyze Value Stream Mapping to support assigned events and projects.

Prepare monthly and quarterly reporting analytics, program policy development, training and program submission processing and tracking.
- Establish and assist manage audit and risk management, operations to assess program efficiencies, conduct gap analysis and recommend solutions to Director, ARCP.
Qualifications

Minimum of bachelor's degree in related field.

Minimum of five years of experience in a related field.
- Advanced knowledge of Excel Pivot tables, MiniTab, SMS, Visio, iGraphix, Survey Software, Microsoft PowerPoint and Microsoft Project management

Knowledge of Program Evaluation tools such as an internal program scorecard.

High competency in analysis and daily program maintenance and management

Requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05.
