DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health, using grant funds from the Centers for Disease Control and Prevention (CDC). Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but work will be supervised by DOHMH. This is a grant-funded position ending in November 2027.
Program Description:
Chief Equity and Strategy Office Overview:
The Chief Equity and Strategy Office (CESO) ensures the organization executes its vision to ensure all New Yorkers can realize their full health potential, regardless of who they are, where they are from, or where they live, working both internally and externally with a host of stakeholders and partners. Specifically, the CESO is responsible for leading implementation of a recently completed strategic plan which includes focus on a number of topical areas, as well as structural and process changes across the agency, embedding equity in all agency programming and operations. This office is also responsible for advancing Race to Justice, the agency’s internal reform initiative to transform the agency into an anti-racist organization.
Summary of Position:
DOHMH has an opening for a Senior Health Equity Data Project Manager reporting to the Executive Director for Equity Strategic Planning and Programming. The Senior Health Equity Data Project Manager will work across divisions, city agencies, and community partners to leverage health equity data to eliminate structural racism in public health and healthcare and achieve equitable outcomes across the social determinants of health. Project -Manager will be responsible for integrating explicit consideration of racial equity data in decisions, including policies, practices, programs, and investments in both product and process. The successful candidate will oversee complex data processing and cleaning, producing health equity data visualizations, as well as fostering positive working relationships with internal and external partners teams.
Duties and assignments will be strategic in nature, including project management, strategic planning, complex analysis, data coordination, and administrative functions as required.
Duties:

Develop the project plan and lead the implementation of a Health Equity Dashboard and working with internal and external stakeholders to integrate requests and address concerns regarding the dashboard

Collaborate with Division Equity Liaisons, Division and Bureau Action Teams, and Department Leadership and provide leadership, training, education and technical assistance to staff and the community on Health Equity Dashboard.

Monitor progress and milestones for each dashboard projects and ensure execution of projects in a timely manner.

Oversee related contracts, and data sharing agreements
-
Manage a small team working across agency on developing and approved dashboard projects
-
Demonstrate a comprehensive understanding of agency research projects and subject matter by conducting secondary research as part of informing each research engagement.

Support health equity data work across the agency by co-leading the design of measurement tools, data collection process, cleaning, evaluation, analysis, and strategic data use to answer priority questions to uplift racial and related inequities to drive decision-making.

Provide leadership to build awareness, create access, and promote racial and social justice health data understanding and intelligence.

Liaise with City hall and partner agencies to ensure dashboard is aligned with city/ state/ and federal standards on data sharing, visualization and accessibility.
Qualifications:

Bachelor’s degree in sociology, education, public administration, political science, or closely related field from an accredited college or university

Experience in statistics, data analysis, query-writing, business intelligence within a healthcare setting preferred.

At least two (2) years of responsible experience and demonstrated success in the administration of data collection, analysis, and reporting to government, research and community members.

Proven track record of applying an equity lens to data processes, planning and policies

Hands-on knowledge and understanding of the quantitative and/or qualitative research process

Basic experience developing screeners, questionnaires, discussion guides, and analytic reports
-
Experience with stakeholder engagement and project management.

Adept with sound data visualization skills.

Commitment to anti-racism, social justice and equity.

Strong leadership, program management, and collaboration skills.

Experience in addressing intersecting dimensions of diversity including race, color, culture and ethnicity, language, disability, sex, socioeconomic background, protected veterans' status, religion, sexual orientation, and gender identity and expression.

Knowledge of historical, social, political, and environmental issues influencing racial equity program development and implementation and effective institutional change management principles and practices.

This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.

Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
