Position Overview
The mission of the Office of Data and Technology is to support schools and the district as a whole to use technology and data effectively to accelerate student achievement. The Office includes the following teams:
- The Information Technology team provides DCPS students and staff in every school with the infrastructure, systems, and support to use technology effectively to accelerate student achievement.

The Assessments team leads and supports schools in the administration of summative assessments and surveys and ensures test integrity is maintained during assessments.

The Data team ensures stakeholders at all levels of the organization have access to accurate, timely, and relevant data, conducting analysis and research, and building school-based capacity to use data tools to inform planning and decision-making.
- The Strategic Initiatives team oversees office strategy, finance, communications, staffing, and operations; manages a portfolio cross-functional workstreams; and supports the office, agency, and schools use data and technology effectively.
The Information Technology (IT) team leads the district’s efforts to ensure all DCPS students and staff, in every school, have the technology, data and systems, and technical support needed to be successful.
The Director, IT Infrastructure and Operations plans, directs, and oversees IT infrastructure operations and service management for networks, servers, telecommunications, desktop environment for DCPS students, faculty, and staff. The incumbent will work closely with the DC Office of the Chief Technology Officer to coordinate managed infrastructure services and operations.
The Director, IT Infrastructure and Operations will report to the Deputy Chief, Information Technology.
Essential Duties and Responsibilities
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.
Develops overall network, telecommunications, server management, desktop, and mobile devices infrastructure strategies; ensures high availability of IT Infrastructure systems; sets clear, specific, and ambitious performance measures related to priorities; and coordinates and directs the work of staff based on volume, priorities, and strategic context.
Directs team members responsible for the implementation and maintenance of local area network and systems, telecommunications, servers, desktop, VDI (Virtual Desktop Infrastructure), and mobile environments within DCPS; assesses and tracks project progress regularly using various tools; and drives project completion holding others accountable for responsibilities and deadlines.
Oversees desktop engineering strategy for all DCPS students and staff, including application packaging and desktop management practices, into more agile, scalable solutions; and directs and coordinates the implementation of a variety of technologies, including Microsoft Windows 7/10, Intune, LANDesk, SCCM, Amazon Workspaces, VMware Horizon, and more.
Supervises team members responsible for daily administration of Active Directory 2012/2016, Azure AD, and Office 365 with Hybrid Exchange 2013 mailboxes.
Evaluates and recommends design, deployment, administration, and management of both physical and virtual servers in a vendor-managed setting; and develops and maintains server back-up plans, disaster recovery, and business continuity initiatives.
Defines and enforces IT policies, procedures, and standards to safeguard the security of district systems and information in compliance with established privacy and security protocols developed by the DC Office of the Chief Technology Officer; and develops disaster recovery strategy and plan for district data systems.
Manages relationships with third party technology vendors by conducting regular service audits and analyzing data for gaps in service execution and overall operational efficiencies; develops a disciplined process for procurement; conducts market research and vendor relations; and oversees vendor selection processes.
Assigns, directs, and evaluates the work of direct reports; guides and supports the professional development and training of reports; and helps implement team’s HR needs, such as hiring, performance evaluation, and team structure.
Tracks the progress of multiple programs within larger strategic context and intervenes where necessary to resolve complex obstacles to success; and interprets impact of changes in policy and regulation on department strategy.
Qualifications

Bachelor's degree and five to seven years of related work experience.

Master's degree preferred.

Demonstrated experience and leadership in the information technology sector, including serving large user bases and geographically-distributed constituencies, preferably in a K-12 education context.

Excellent customer management instincts and abilities.

Excellent written and oral communication skills.

Demonstrated experience in leading and managing direct reports to success on technical projects and breaking down development phases into discrete tasks.

Strong process orientation and experience with establishing and supporting a strong internal controls framework, documentation of operational procedures, and other external control requirements.

Experience across a broad range of technologies, including Servers, VM Ware, Cyber Security tools, Networking, and SAN.

Experience in architecting technology infrastructure via understanding of on premise and cloud-based infrastructure components.

Experience with IT Service Management and ability to balance end user satisfaction and costs.

Strong leadership skills and ability to influence and work with senior leadership and business stakeholders.

Demonstrated experience in managing vendors, contracting, and realizing efficiencies by effective contracting and technology selection.

Strong process orientation and experience with establishing and supporting a strong internal controls framework, documentation of operational procedures and other external control requirements. Experience in establishing and managing the budget for infrastructure.
