Job Description:
The CCR Program Specialist V reports to the Policy Manager of the Child Care Regulation (CCR) Policy
and Rules Division. This position specializes in the development of CCR policy and procedures to support the licensure and regulation of child care operations for compliance with `minimum standards, administrative rules, and law. This position is responsible for the planning and development of CCR policy and procedures, internal and external forms, internal and external notices, and job aids. The position serves as a subject matter expert on CCR policy, procedures, and administrative rules. This position participates in the process of rule development and implementation, the review of technology changes impacting CCR, and training curriculum. The CCL Program Specialist V analyzes proposed legislation, completes cost estimates, and develops plans to implement passed legislation. This position provides subject matter expertise through written and oral communication about rule and policy changes to CCR staff, child care providers, and other external stakeholders. The CCL Program Specialist V interacts routinely with CCR field staff, CCR program and policy development staff, legal staff, executive and other HHSC staff. This position also interacts with other state agency staff, including external stakeholders such as provider groups, advisory committees and other community groups. The position may make presentations at conferences, provider meetings and for other external stakeholders. This position performs advanced consultative services and technical assistance to program staff, other governmental agencies, community organizations, and the general public on the rules, policies and procedures for regulated child care. This position may also be asked to perform other duties as assigned. The CCL Program Specialist V requires use of extensive latitude and independent judgment in carrying out the tasks assigned to this position.

Essential Job Functions:
Researches and develops policies and procedures for monitoring child care operations and child placing agencies.
Analyzes information, including legislation and other agency policies and procedures for the impact on child care regulation and the child care industry.
Provides consultation to field staff, other HHSC programs, other governmental agencies, and the general community about child care and child care regulation.
Collects, organizes, analyzes, and prepares material in response to requests for information and for reports.
Consults with public and private agencies and child care operations to resolve problems and provide clarification.
Serves on workgroups to develop new programs, provide expertise on child care regulation, and implement programs, policies, and procedures.
Prepares and delivers presentations on child care regulation.

Ability to review, critically analyze, and provide constructive professional feedback to others on draft work products.
Registration or Licensure Requirements:
None
Initial Selection Criteria:
Experience in the Child Care Regulation Department or in licensed child care or child placement
Experience communicating in writing and verbally as observed by detail and completeness of information provided on the state application
Graduation from high school or equivalent
Graduation from an accredited four-year college or university
Two years full-time consultative, supervisory, managerial, social service, professional or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material.

This position will require occasional work beyond normal work hours, and may involve travel, sometimes overnight.
