Quincy Public SchoolsJOB DESCRIPTION ASSOCIATE DIRECTOR OF HUMAN RESOURCESPOSITION SUMMARY: Under the direction of the Senior Director of Human Resources & Educator Development, the Associate Director of Human Resources assists in the oversight and administration of all human resources services and functions. QUALIFICATIONS: Minimum 2 years of relevant experience required, with experience in a Massachusetts public K-12 district highly desirable. Other requirements: Bachelors degree is required; Masters degree is preferredExperience as a paralegal or equivalent experience is preferredExperience with contract bargaining and labor relations is preferredExperience in a supervisory role preferredAbility to handle multiple tasks in a fast-paced office environmentAbility to work independently and as a team memberExcellent interpersonal and communication skills, both verbal and writtenAbility to communicate with tact and diplomacyAbility to develop and foster positive working relationships with all employeesAbility to manage confidential information in a professional mannerExcellent time management and organization skillsStrong problem analysis and resolution skillsUnderstanding of Human Resources practices and employment law, including FMLA, CORI, SORI, SAFIS, FERPA, and relevant Massachusetts state lawsStrong working knowledge of MA DESE Educator Evaluation processFamiliarity with TeachPoint Educator Evaluation management software is a plusProficiency with Microsoft Office, Google Suite and other relevant softwareFamiliarity with Aspen, MUNIS or other data reporting and payroll systemsAbility to work flexible hours as neededREPORTS TO: Senior Director of Human Resources & Educator DevelopmentSUPERVISORY RESPONSIBILITIES: Provides supervision to Human Resources office staff as designated by the Senior Director of Human Resources & Educator Development.DUTIES and RESPONSIBILITIES: 1.Track employee attendance including Leaves of Absence2.Track educator MA DESE licensure3.Manage Educator Evaluation online tracking system, currently TeachPoint, including updating plans, supervisors, dates, troubleshooting user issues, etc4.Plan for and attend Job Fairs as well as follow up with applicants5.Track educator credits and advancement on salary scale6.Engage in ongoing management of HR-related data entry to MUNIS7.Produce standard, ad hoc and customized HR reports from MUNIS8.Onboard new employees: assist with paperwork, obtain ID badges, and submit work orders for email access, directory updates, etc.9.Assist with the Civil Rights training process, including dissemination of policy and collection of training certificates10.Process FMLA and parental leave paperwork11.Assist QPS Information Technology staff with state reporting tasks, as needed12.Respond to Unemployment Insurance claims13.Complete necessary forms/letters to verify employment. 14.Post approved job openings through School Spring or other external job posting website.
15.Track applicants; Assist with candidate interviews16.Prepare payroll appointment/change documentation and appointment/separation letters as necessary17.Significant oversight of CORI and SAFIS process, including monitoring employee CORI/SAFIS results18.Communicate and coordinate with City of Quincy Human Resources Office and Payroll Office to ensure employee benefits and deductions are managed correctly and efficiently19.Assist with investigations and employee disciplinary matters20.Assist with Educator Evaluation compliance issues and training; Assist Principals and supervisors with evaluations as needed21.Assist with contract grievances22.Assist with public records requests23.Participate in mandatory training/coursework; including but not limited to: oTitle IX and Sexual MisconductoSexual Harassment and Non-DiscriminationoSecurity Policy and Notification of Security ReportingoFERPAoMunicipal Ethics Law24.Assume other duties as assignedTERMS OF EMPLOYMENT: Fifty-two weeks minus applicable holidays and vacation days.
